Senior Forensic Planner

As a Senior Forensic Planner, you will be part of the Project Management Office & EPCI team of the Hai Long Offshore Wind Project and will report directly to the Planning Manager and relevant Package Directors. You will be based at the Project office in Taipei and expected to contribute both as a forensic planning specialist and as a senior member of the planning team supporting broader project planning activities.

About The Role

In your role as a Senior Forensic Planner, you will play a key role in investigating delays, disruptions, and deviations across the various EPCI packages of the Hai Long Offshore Wind Farm Project. In parallel, you will act as a senior project planner where necessary, supporting the wider PMO planning function and collaborating closely with package teams to ensure robust schedule management and project controls.

Key Responsibilities 

In this capacity, you will be responsible for:

  • Conducting detailed forensic investigations of project schedules to identify critical path delays, disruption events, and out-of-sequence work.
  • Performing root cause analysis on deviations from planned schedules, evaluating their contractual and operational implications.
  • Assessing the impact of delay events on key milestones, completion dates, cost exposure, and the overall critical path, including evaluation of concurrent and compensable delays.
  • Leading the preparation, validation, and substantiation of Extension of Time (EoT) claims in accordance with contractual mechanisms and evidentiary standards.
  • Producing high-quality forensic reports and technical documentation outlining delay analyses, event causation, and mitigation strategies.
  • Coordinating with legal, commercial, and package teams to support claims preparation and defense; participating in dispute resolution proceedings and, where necessary, providing expert input or testimony.
  • Maintaining an auditable trail of schedule changes, delay events, and assumptions used for forensic analysis.
General Senior Planning Support:

In addition to the above responsibilities, you will be expected to support the planning team in day-to-day schedule management and project controls activities where necessary, including but not limited to:
  • Reviewing and challenging Contractors’ schedule submissions for technical accuracy, realism, and compliance with contractual requirements.
  • Maintaining and continuously improving Hai Long’s internal master schedule, ensuring full integration of all package schedules into the overall program timeline.
  • Managing baseline schedule updates, schedule trend tracking, and progress analysis—including milestone tracking, float erosion, and critical path development.
  • Conducting scenario planning and what-if analyses to support risk-based decision-making by the project management team.
  • Supporting cost control and commercial teams by correlating schedule delays to financial impacts such as productivity losses, standby costs, or contract exposure.
  • Coordinating time management resources and ensuring schedule alignment with project governance policies and management expectations.
  • Developing tailored milestone schedules and progress updates for internal leadership and external stakeholders.
  • Ensuring timely and accurate reporting on schedule status, progress curves, and forecast deviations.
  • Facilitating alignment across package teams by securing schedule interfaces and dependencies between scopes (e.g., onshore and offshore substations, WTG, commissioning, handover).
  • Leading schedule review sessions and contributing planning expertise across all phases of the project lifecycle.

Qualifications & Key Skills

  • BSc or MSc degree in Engineering, Construction Management, or related field.
  • Significant experience in project planning roles on large-scale infrastructure projects, preferably within the offshore wind, power generation, or energy sector.
  • Proven track record in forensic delay analysis, claims preparation, and dispute resolution support.
  • A team player with ability and motivation to work in a diverse environment with people of different cultural backgrounds.
  • Strong understanding of dispute resolution processes
  • Ability to interpret complex project data and communicate findings clearly to both technical and non-technical stakeholders.
  • Fluency in English.
  • Fluency in Mandarin Chinese is a strong plus.

Cable Contract Manager

As a Contract Manager, you will be part of the Contract and Procurement team supporting the Lead and Senior Contract Managers of the Cable Package of the Hai Long Offshore Wind Project and will be responsible for the post-contract commercial management of the Cable T&I contract to ensure that best value is delivered to the project.

In this capacity, the Contract Manager shall take on a broad package of tasks, including but not limited to the following:
  • review and build project's commercial position regarding suitability of contractor's as-sold delivery methodology;
  • track asset taking-over, whilst managing contractor's defects liabilities;
  • coordinate and deliver the commercial strategy for additional third-party cable lay vessel;
  • support dispute management; and
  • support closure of historical variations and claims
  • Procurement (where required)
  • Any other contracts within the project
Requirements
  • Procurement and contract management experience; and
  • Location: EU / TW. Preference is in TW or Asia timezone Development and implementation of Offshore Wind projects:
  • Support main project contracts in Hai Long, ensuring that all key contractual requirements are complied with both by the project and by our contractors, and taking responsibility for contract administration and management of commercial issues, claims and variations.
  • Undertake contract reviews and advise project team on how to interpret and apply key contract provisions on the day-to-day operational clauses of contracts.
  • Provide analysis of commercial issues post-contract, preparing notes of advice and commercial drafting for post-contract claims and variations.
  • Ensure compliance with regulatory provisions in the wind farm permitting, lease and power purchase agreements.
  • Maintain a commercial dashboard and contract management register to ensure a proper tracking of claims, payments, warranties, etc.
  • Enhance contractual awareness across project team.
  • Lead on certain procurement activities for your allocated package, including implementation of sourcing strategies aligned with procurement objectives, with the approved budget and in compliance with governance and purchasing procedures.
  • Support day-to-day or regular stakeholder management and commercial and contractual reporting towards project owners.
  • Ownership of overall contract and commercial registers, including its development and maintenance.
  • Work closely with subject matter experts on the evaluation of potential contractual and commercial impacts of (technical) decisions.
  • Liaise and manage relationship with local stakeholders, landowners, and authorities.
  • Provide administrative support on project related tasks.
  • Work with subject matter experts within the global Asset Management & Operations team for accurate and efficient project delivery.
  • Liaise with colleagues on other contracts/projects to ensure sharing of knowledge and consistency of approach.
  • Coordinate with the PMO and finance department to ensure correct change process has been applied and correct account payables and account receivables in accordance with contractual obligations.
  • Support with package budgeting.
  • Communication, both verbal and written, in English is essential. The project works under the matrix reporting structure. In the role of Contract Manager, you will report to the Procurement and Commercial Lead of the project, as well as to the respective package manager of the package in question.
This Role Might be for You If 
  • Subsea Cable T&I experience in the capacity of Contract Manager in which you were responsible for post-contract delivery of the commercial strategy
  • Knowledge of FIDIC type contracts
  • You have relevant working experience. i.e., 5-10 years’ experience working within the field of offshore wind or other energy/infrastructure projects.
  • 3+ Years of procurement / contracting / contract management experience.
  • Direct experience as contracts/commercial manager during development and execution phases of projects in excess of EUR 50m, FIDIC based contracts
  • Sufficient understanding of infrastructure project scope of works, project phases and typical stakeholders.
  • Knowledge of international and national procurement and law, supply chain management, claims management.
  • Knowledge of health, safety and environmental legislation associated with construction projects
  • Experienced in commercial stakeholder / general stakeholder management.

Cable Transport and Installation Engineer

As the Cable Transport and Installation Engineer, you will be part of the Cables team of the Hai Long
Offshore Wind Project and be responsible for the export and inter array cables engineering scope. This role requires excellent collaboration skills and flexibility to work across a range of subjects in order to support the Hai Long project in achieving its proper execution of the cable installation works.
While working within the cables team for the project you will be working on the engineering packages for the cable installation which includes, load-out, transportation, offshore installation, pull-in, termination & testing, trenching and survey works. Being responsible for the engineering it is required to closely work together with the works package engineers and the contractors in delivering the proper documentation as required to successfully deliver the works.

Key Responsibilities
  • Review the technical documentation (including risk assessments) in compliance with the project requirements;
  • Ensure adherence to the project requirements and the agreed work methodologies for the operations offshore and onshore;
  • Follow the day to day operations during the execution of the works and support as required with technical issues;
  • Review document registers to ensure that work instructions, working methods, risk assessments and drawings have been issued and approved prior to commencement of the works offshore;
  • Work in close collaboration with the works package engineers
  • Communicate with the contractor engineering team on a regular basis;
  • Review technical as-built data;

Qualification & key skills
In the role of Cable Transport and Installation Engineer you require excellent communication skills. While being focussed on the final result it is needed to be able making informed decisions independently. As member of the cables team it is important that you are not afraid to work in close cooperation with the cable installation team.

Other requirements are:
  • Preferably a Bachelor or Master’s degree in Civil Engineering, Offshore Engineering, Mechanical Engineering or Maritime Infrastructure;
  • Minimum of four years relevant work experience in the offshore industry with focus on cable installation;
  • Proficiency in English is required for both written and spoken, Mandarin is an advantage;
  • Preferably living in Taiwan, or able to relocate to Taiwan for the duration of the works;
  • Analytical thinker with a problem solving mindset.

Offshore Representative

The Offshore Rep is responsible for managing offshore Operations, BoP scheduled service and maintenance and on-site project management. This includes the management of WTG, BOP, and other Contractors / third parties and alignment with the Contract Manager/Technical Managers.

Key Responsibilities
In this capacity, you shall take on a broad range of tasks, including but not limited to the following:
 
  • Contribute to the development of a strong, positive HSE culture within the Asset & Operations Management functions and ensure that there is always a focus on supporting, maintaining, and improving standards of HSE related to the scope delivered to site/project
  • Responsible for the offshore execution of the Annual O&M Program, supervising the day-to-day offshore operations and consolidates plans/schedules to maximise synergies and cost savings
  • Management of the execution of short- and long-term offshore maintenance plans/schedules on a day-to-day basis
  • Support the O&M Manager to achieve the lowest possible yield loss
  • Create, deliver, and maintain processes for “way of working” and site management (e.g., manual for site management, OCC, jack-up operations, DPR, etc.)
  • Recommend technical, design improvements
  • Support the O&M Manager in providing regular technical / performance reporting to the CEO and project shareholders
  • Perform supplier/Contractor quality and HSE audits offshore inspections of Contractors. (HSE Manager to train/support in proficiently performing these tasks and to lead the audits when the risk is particularly high).
  • (Lead) and participate in site toolbox talks and briefings when on-shift
  • Commence and participate regular site performance / problem-solving meetings and regular reviews
  • Ensure the status review and prioritisation of new safety, process, and reliability improvements for the site
  • Ensure continuous improvement of O&M plans and schedules, following PDCA principles
  • Support the O&M Manager in reviewing technical proposals received from project service providers (from both operational and business case perspective), challenge where required and provide summary information and recommended actions
  • Support the O&M Manager in managing operational elements of the day-to-day performance of all contractors and service providers and the compliance with their contractual obligations
  • Carry out site inductions with new site staff or visitors as required (note that this refers to the presentation elements on-site, this does not refer to the sending out of links to induction material and e-learning etc.)
  • Create Risk Assessments as required (HSE Manager support as required)
  • Support the Operations / Asset Management functions as required in the day-to-day management of the operational generating assets, including scheduling and controlling offshore works, reacting to emergencies, co-ordinating unscheduled maintenance and responding to network outages, site issues and faults and failures
  • Identify project risks, propose mitigating measures, and monitor on an ongoing basis
  • Develop strong relationships with clients, contractors, and service providers to maximize their performance
  • Contributing to the preparation of the monthly management reports, providing operational and HSE commentary
  • Liaison with other technical functions for inspections and operational reviews
  • Ensure creation and delivery of internal operational processes and procedures (action log management, creation of reports and in general, “ways of working”)
  • Manage and monitor Operational KPIs (internal and external, i.e., for contractors)
  • Create manual for site management (incl. key processes, communication framework, OCC, daily tasks, RACI with contractors, DPR, etc.)
  • Define concept and manuals for jack-up operations (insurance, documentation, contractor interface, HSE, etc.)
  • Ensure:
    • That performance guarantees such as the availability warranty are met or exceeded
    • Health, safety and environmental performance follows the site HSE plan, the relevant Health and Safety standards, legislation and best industry practice
    • Low response times and effective execution of corrective and preventive maintenance, remediation of defects and technical resolution of equipment failures

Qualifications & Key Skills
