Key Responsibilities & Tasks

1) Contract Cost Control & Change Management

• Maintain the cable package cost book (budget, commitments, accruals, actuals, EAC); reconcile to contract scope and delivery plan.
• Log, price, and track VOs/claims; verify entitlement and quantify impacts on cost, schedule, and risk; align with contract terms before recommending approval.
• Monitor currency/price provisions (e.g., indexation, exchange rates) and flag exposures when contractors seek payment-currency changes.

2) AFP / Invoice / Timesheet Validation

• Lead the monthly AFP (application for payment) review against progress evidence (BoQ, milestones, records) and contract rules; ensure the AFP content meets form and timing requirements before certification.
• Perform forensic checks on contractor invoices, finding opportunities for disallowance of cost.
• Coordinate with Finance/AP to resolve invoice discrepancies, GR/IR, tax, and retention issues; maintain clean audit trails.

3) Forecasting, Reporting & Contingency

• Prepare source-backed cost summaries to support new contracts, change approvals, and contingency requests; and draft contingency requests with cost/budget details in a timely manner.
• Produce the monthly cost report: actuals vs. budget, EAC trends, variance commentary, cash-flow, and contingency movements; highlight risks/opportunities.
• Facilitate developing scenario forecasts for pending VOs/claims and installation changes (e.g., vessel delays, T&T/handover shifts); impacts before MC decisions.

4) Data Integrity & Systems

• Ensure single source of truth: align package trackers with ERP (PR/PO/CCF), document repositories, and the project cost procedure; eliminate duplicate offline tables.
• Drive timely PR/PQ setup and commitment posting so spend is visible before invoicing; run exception reports for late/incorrect data.

5) Interfaces & Governance

• Work day-to-day with Cable Engineering, Package Management, Planning, Cost team, Ports/Logistics, and HSE to validate that cost aligns with actual scope and progress; escalate gaps early.
• Prepare concise briefs and exhibits for internal reviews and lender/management requests; support audits and lessons learned.

6) Cable-package Scope Awareness

• Understand the Export and Inter-Array cable system, terminations/accessories, and key installation steps (load-out, lay, burial, testing, commissioning) to challenge cost drivers credibly.
• Understand the Seabed intervention works such as rock bag installation, loose rock installation (storage and loading), dredging, and CFE works to challenge cost drivers credibly.

Core Deliverables (examples)

• Monthly Cost Report (budget/actuals/EAC/variance/risks), AFP validation pack, VO/claims valuation log, cash-flow forecast, contingency movement summary, and a reconciled cost register.

KEY RESPONSIBILITIES

• Own the operational readiness dashboard, ensuring every aspect carries a named owner, a delivery date and an evidenced close-out
• Manage the interfaces between the EPC packages (turbines, foundations and cables, substations and grid connection) and maintain acceptance criteria at each package takeover.
• Working with the HSE lead, confirm that O&M can operate its own HSE management system, site plan and safe systems of work, with permit-to-work live and cross-boundary safety rules agreed with the turbine contractor.
• Prove emergency-response and marine-coordination readiness, comprising an O&M-owned emergency response plan that has been drilled and documented, and the marine coordination function (CTV/SOV operations and a Marine Coordination Centre) established to the agreed model.
• Support the establishment of the OCC to enable safe operations and coordination activities, integrating turbine SCADA, substation and HV telemetry, condition monitoring and the Maximo CMMS,
•  
• Set the OCC manning and shift model with the Operations Manager, and confirm that control room operators and HV authorised persons are in post before EPC demobilisation; the AE, SAP and AP appointments must be complete to enable safe HV switching and the hand-over of plant ready for work.
• Verify workforce competence through the competency assurance system, and confirm that spares, tooling and logistics are ready for day-one operations.
• On full commissioning, hand the OCC over to the Operations Manager with procedures tested and the as-built record complete.
• Support the O&M Manager with other O&M readiness related tasks as may be required from time to time

QUALIFICATIONS & KEY SKILLS

• 10–15+ years in offshore wind operations or comparable high-hazard energy operations, including at least one full EPC-to-O&M handover and/or Operational Control Centre stand-up delivered end-to-end.
• Demonstrable experience of operational-readiness governance - running gate reviews against locked acceptance criteria and holding the line on evidence-based close-out.
• Strong working knowledge of OCC / control-room establishment: SCADA aggregation, alarm management, CMMS (Maximo or equivalent), and HV switching and availability governance.
• HV / electrical-safety literacy sufficient to coordinate an SAP/AE/CE authorisation pipeline and understand HV switching coordination (without necessarily holding the appointment personally).
• Engineering or operations degree, or equivalent demonstrated experience.
• GWO Basic Safety Training (or the ability to obtain it) for offshore site access.

Desirable

• Taiwan / APAC offshore wind experience, including the local grid interface (Taipower), regulatory regime, and the SAP/HV labour market.
• Direct exposure to Siemens Gamesa (SGRE) turbine platforms and Taiwan offshore handover.
• A recognised project/programme-management credential (PMP, PRINCE2 or equivalent).

ABOUT THE ROLE
The HV Manager holds senior technical authority for all high-voltage plant, equipment, and operations at Hai Long. Reporting to the O&M Manager, the role owns the site's Electrical Safety Rules and Switching Authority regime, and is accountable for the structure, competence, and legal compliance of the SAP/AE/CE authorisation chain across the project.

The role works closely with the wider O&M organisation on all HV-dependent maintenance, outage,
and grid-interface activity, and carries direct accountability for HV readiness through the EPC-to-
O&M transition and into steady-state operation.


KEY RESPONSIBILITIES
In this capacity, you shall take on a broad range of tasks, including but not limited to the following:

• Own and maintain the site's Electrical safety-rules framework, consolidating the SAP/AE/CE authorisation chain into a single, coherent structure that is current, competent, and legally compliant.
• Act as the Authorising Engineer, chairing authorisation panels and assessing personnel for appointment, renewal, suspension, or withdrawal of authorisations based on competence, experience, and demonstrated capability.
• Act as the senior technical authority for all HV plant, equipment, and switching operations across the site, including sign-off on HV single-line-diagram changes and new asset additions during any works.
• Oversee any condition-monitoring contracts for HV assets (transformers, switchgear, cabling), holding contractors to agreed scope, KPIs, and reporting standards, with budget accountability for the programme.
• Design and deliver the SAP training/competence-development programme, building authorisation bench strength beyond the current holders with clear voltage-band progression (e.g. 66kV → 230kV).
• Build-up, lead and develop the HV team, including SAP’s and Control Engineers.
• Support the Chief Technicians with the grid operator/TSO interface on HV connection, outage planning, and switching coordination.
• Lead incident investigation, root-cause analysis, and statutory/regulatory notification for HVrelated faults, outages, and safety events.
• Provide HV technical input to the O&M Manager and wider O&M organisation on maintenance strategies, operational risk, outage planning, commissioning activities, contractor management, and long-term asset performance.
• Own HV documentation; safety rules, permits-to-work, switching schedules, and drawings - keeping them audit-ready at all times.
• Represent HV readiness at the project's Operational Readiness Review gates ahead of handover to O&M.

QUALIFICATIONS & KEY SKILLS
Essential

• SAP authorisation at 230kV
• Electrical engineering degree, or time-served apprenticeship plus HNC/HND, with HV specialisation.
•  Demonstrated experience administering an HV Safety Rules/Switching Authority regime.
•  GWO Basic Safety Training (working at heights, first aid, manual handling, fire awareness,
• sea survival).
•  Fluent English and Mandarin, spoken and written (project reporting and international

About the Role

The Operations Manager will lead the establishment and subsequent management of Operational Control Centre (OCC) in Taipei, a centralised hub integrating electrical monitoring, grid reporting, and marine coordination. During the initial phase, the role focuses on developing operational procedures and training the incoming controller team. Once the OCC transitions to 24/7 operations, the Operations Manager will oversee the performance and professional development of the shift-based staff, ensuring high standards of safety, compliance, and operational continuity.


Key Responsibilities
In this capacity, you shall take on a broad range of tasks, including but not limited to the following:

• Lead the design and documentation of OCC operating procedures, SOPs and the wider operating model (shift structure, staffing establishment, escalation matrices, reporting lines) ahead of go-live.
• Work with the OCC design and systems contractor(s) to help specify and commission the control room's operational systems, including SCADA-based turbine/electrical monitoring and vessel/personnel tracking and communications tools.
• Develop emergency response, incident-escalation and business-continuity procedures for the OCC, including weather-window and vessel-dispatch decision protocols.
• Contribute to the recruitment, training and competence programme for the initial Operational Controller team, and run trial operations and shadow shifts ahead of go-live.
• Manage, supervise and roster the Operational Controller team across its 24/7 shift rotation whilst working yourself a standard Monday to Friday day shift.
• Own the ongoing training, competence assessment and development of the Operational Controllers, and evolve SOPs and shift-handover protocols as living documents.
• Act as the escalation point for incident and emergency response coordination above the on-shift Controllers, including liaison with vessel operators and site teams.
• Manage the OCC's day-to-day interface with the marine coordination function (vessel manifesting, permit-to-work, weather Go/No-Go decisions) and the HV/grid control function (SCADA monitoring, switching, TPC reporting) - each of which sits within its own technical authorisation chain.
• Monitor and continuously improve OCC performance - alarm response times, vessel coordination effectiveness, tracking and reporting compliance - and report OCC KPIs to O&M leadership.
• Own rostering, absence cover and shift administration for the 24/7 team, ensuring continuous coverage at all times.

  Essential

• 8+ years' experience managing or supervising a 24/7 marine/maritime control centre, control room, or vessel traffic service. Equivalent backgrounds are welcome, including shipping/VTS operations, offshore oil & gas control rooms, or offshore wind construction or O&M control rooms.
• Demonstrated leadership of shift-based teams, including rostering, competence sign-off and performance management.
• Working knowledge of SCADA-based remote monitoring systems and/or vessel/personnel tracking and communications systems.
• Experience developing and owning operational procedures and SOPs, ideally gained through a mobilisation or start-up phase.
• Experience coordinating incident or emergency response within a marine or industrial control-room environment.
• Fluent in English, written and spoken; Mandarin Chinese an advantage.
• Willing to be based in Taipei, Taiwan

Desirable

• Direct experience in offshore wind operations & maintenance.

About the Role
The Senior Authorised Person (SAP) provides safety from the system on the Hai Long high-voltage network, carrying out HV switching, isolations, and earthing, and issuing the associated safety documents under the site's Electrical Safety Rules. The role delivers safe access to plant for maintenance and inspection across the full asset, both onshore and offshore.
 
Reporting to the HV Manager, the SAP takes switching instructions from the HV Control Engineer in the Operational Control Centre and executes them safely in the field. Between switching activities, the SAP carries out Balance of Plant (BoP) inspection and rectification works, delivers and receives training, and conducts audits of contractors and internal staff. The role is anticipated to be day shift, with a duty person on call to respond to alarms raised by the Operational Controllers. Offshore working is required and may include extended 2-week periods on a Service Operation Vessel (SOV); flexible working arrangements will be agreed accordingly.
 
This role is recruited against two authorisation profiles (see below). The core responsibilities are common to both; the difference is the voltage band at which the SAP is appointed and the plant on which they are authorised to work

Appointment Profiles:

• Profile A - SAP (66kV): authorised for HV switching and safety-document issue at 66kV
• Profile B - SAP (230kV): authorised for HV switching and safety-document issue up to 230kV

Key Responsibilities
In this capacity, you shall take on a broad range of tasks, including but not limited to the following:

• Act as the Senior Authorised Person, providing safety from the system by carrying out HV switching, isolations, and earthing in accordance with the site's Electrical Safety Rules
• Prepare, issue, and cancel safety documents (permits to work, sanctions for test, and equivalent) for work on HV plant and apparatus, both onshore and offshore
• Prepare and check switching schedules, and execute switching operations under the coordination of the HV Control Engineer in the OCC
• Ensure the safe hand-over of plant ready for work, and the safe return of plant to service on completion
• Between switching activities, carry out BoP inspection and rectification works across the offshore substations, onshore substations, offshore foundations, and offshore WTGs, as directed
• Deliver and participate in regular HV training, and conduct audits and reviews of contractors and internal staff to verify compliance with the safety rules and safe systems of work
• Provide on-call duty cover on a rota basis, responding to alarms and events identified by the Operational Controllers and taking the appropriate switching or operational action
• Support incident investigation and root-cause analysis for HV-related faults, outages, and safety events
• Maintain accurate records of all switching operations, safety documents, and inspection activity, keeping them audit-ready at all times
• Promote a strong health, safety, and environmental culture, undertaking risk assessments and reporting incidents and near misses
• Support HV readiness through the EPC-to-O&M transition, including commissioning switching activities and representation of HV field readiness at the Operational Readiness Review gates

• Current Senior Authorised Person (SAP) status under an HV Electrical Safety Rules regime - at 66kV (Profile A) or at 230kV (Profile B) - or demonstrable eligibility to be appointed at the relevant band
• Electrical engineering background; degree, or time-served apprenticeship with HV specialisation

About the Role
We are currently looking for a Site Coordinator to join the Operations & Maintenance (O&M) team. This role provides administrative and operational support to the O&M organization, ensuring the efficient coordination of daily site activities and supporting the transition from the construction and commissioning phases into long-term operations.

The Site Coordinator will work closely with the O&M Manager, site personnel, and cross-functional teams to support logistics, documentation, reporting, travel arrangements, training coordination, procurement administration, and other day-to-day operational activities. The role will also provide administrative support for project close-out activities and facilitate a smooth transition to the O&M phase.
 

Key Responsibilities

• Provide day-to-day administrative support to the O&M team and site management.
• Coordinate meetings, prepare agendas, take meeting minutes, and distribute meeting records as required.
• Support document control activities and maintain accurate project and O&M documentation.
• Assist with the preparation, filing, and maintenance of operational records, reports, and trackers.

About the Role
The Operational Controller (OC) is responsible for the real-time coordination of all marine and operational activity at Hai Long, working from the Operational Control Centre (OCC) in Taipei. The role combines the duties of a marine coordinator with the operational control of the windfarm - controlling access to the assets, coordinating vessel and personnel movements, and monitoring the generating assets and their alarms.
 
Reporting to the Operations Manager and working within a 24/7 shift rotation, the OC is the single point of coordination for day-to-day offshore operations: managing safe access to the turbines and offshore substations through the work order and permit process, monitoring all vessel activity inside and around the windfarm, and monitoring SCADA for the turbines and the high-voltage network. The OC is also the first point of coordination in an emergency, directing the initial response and liaising with the emergency services and government authorities. The role carries direct accountability for marine and operational coordination readiness through the EPC-to-O&M transition and into steady-state operation.


Key Responsibilities
In this capacity, you shall take on a broad range of tasks, including but not limited to the following:

• Provide real-time operational control of the windfarm from the OCC, managing and authorising access to the turbines and offshore substations, and ensuring all works on site are controlled through the work order and permit-to-work process
• Coordinate all vessel movements, personnel transfers, and daily manifests (CTV/SOV operations), verifying vessel and personnel certifications and permits before mobilisation
• Steer the daily planning and coordination meetings, consolidating the operations and contractor work schedules into a de-conflicted plan and coordinating simultaneous operations (SIMOPS) to avoid conflicts
• Monitor all vessel activity inside and in the vicinity of the windfarm, maintaining situational awareness of traffic, guard vessel activity, and any third-party vessels approaching the site
• Monitor SCADA and CMS for the wind turbines and the high-voltage network, and escalate alarms and abnormal conditions in accordance with internal escalation protocols
• Monitor weather forecasts and marine conditions, communicate operational and weather windows to vessels and contractors, and suspend activity where conditions present a risk to personnel
• Coordinate the initial emergency response for marine and site incidents, including man-overboard, medical, and search-and-rescue situations, liaising with the coastguard, ambulance service, and relevant government authorities in line with the Emergency Response Plan
• Coordinate operational reporting to the relevant authorities as required by the project, including Taipower (TPC) and the Ministry of Economic Affairs (MOEA), ensuring notifications and reports are accurate, complete, and submitted within the required timeframes
• Operate and maintain the site communications systems (VHF radio / VoIP), communicating clearly and confidently with technicians offshore, vessel skippers and authorities.
• Maintain accurate logs, manifests, and records of all vessel movements, access authorisations, alarms, and communications, keeping them audit-ready at all times
• Support the establishment and commissioning of the OCC and the Marine Coordination function, and represent operational-control readiness at the project's Operational Readiness Review ahead of handover to O&M
