Deputy Pre-Assembly Site Manager

As the WTG Deputy Pre-Assembly Site Manager, you will be part of the WTG Package team of the Hai Long Offshore Wind Project. You will be based at the pre-assembly site in Taichung Port, Taiwan and report to the WTG Fabrication and Pre-Assembly Manager.

About the Role

This role requires high collaboration between the WTG Package and both internal and external stakeholders. You should be able to take on a variety of tasks and work flexibly to match the pre-assembly and load out works, in order to support the delivery of the WTG Package. During pre-assembly works, your scope shall be to deputise the WTG Fabrication and Pre-Assembly Manager by ensuring there is full coverage to oversee the Contractor’s pre-assembly works. This may include:

  • Overseeing the delivery of components to site, where you will provide direction towards the Contractor in order to support the pre-assembly works, up to hand over to the Transport & Installation team.
  • On-site management of WTG Package team members and the wider Project’s team members based at or visiting site.
  • Coordinate onshore support for the installation and commissioning teams.

Key Responsibilities

You shall be responsible for the following types of tasks:
  • Ensure the Contractor complies with the pre-assembly Employer’s Requirements.
  • Responsible for the execution of the pre-assembly scope in accordance with the Contract, in respect of programme, quality and other project deliverables.
  • Support the WTG Fabrication and Pre-Assembly Manager to compliance with Project policies and procedures.
  • Collaborate with the Project Quality Manger, to ensure WTG quality is met and delivered according to the project program.
  • Collaborate closely with the WTG T&I Manager and WTG Commissioning Manager, to ensure pre-assembly works interface wholly with subsequent phases of work.
  • Support QA/QC during pre-assembly of the Works, including coordinating relevant inspections and liaising with the Contractor’s engineering team and internal WTG Technical team for the resolution of non-conformities or technical issues.
  • Deputise the WTG Fabrication and Pre-Assembly Manager’s scope when they are on leave.
  • Report on daily basis to the Line Manager using a Daily Progress Report.

Qualifications
  • Experience in a site management role within onshore wind or offshore wind industry.
  • At least 4 years’ experience preferably within WTG package during execution in a similar role.
  • Proven track record in WTG delivery and WTG installation.
  • Good communicator able to build sound business relationships and present them in meetings.
  • Competent when dealing with health and safety standards, quality standards, best practice, technical specifications, and regulatory requirements.
  • Organised and process-driven, able to work independently or collaboratively as suits the situation best.
  • IT literate and able to learn and make full use of internal systems.

Key Responsibilities

  1. Support project related accounting tasks and assignments.

  • Generate and coordinate all the general ledger entries for preparing the Finance reports.

Qualifications & Key Skills
  1. University major in Accounting, Finance or related discipline, with at least 8 -10 years of relevant working experience in similar function. Big 4 CPA firm experience is preferred.
  2. Detail oriented, passion for initiation, strong organizational skills, hands on and reliable.
  3. Solid understanding of tax regulation, corporate governance, accounting principles (both in EAS and IFRS) and daily operation. Familiar with GAAP difference handling is a plus.
  4. Good communication skills and can work under pressure.
  5. Fluent English both verbal and written.
  6. Familiar with ERP process and implementation. Dynamics is preferred.

  • The Lead Senior Authorised Person (Lead SAP) is the Certifying authorised / competent person accountable for the safe operation and control of the HV electrical plant on the Project and obliged to ensure that the special dangers are pointed out prior to any work being carried out on or near to an electrical installation.
  • Accountable to maintain the safety of persons working on or near a high-voltage electrical network/installation/asset whilst maintaining the overall operability and high performance of the HV electrical plant and network in the windfarm.
  • Approve switching and energisations and ensure compliance with the local legislation as well as Project HSE rules.
  • Oversee all HV electrical installations to and operations off Turbines, Off-/Onshore Cables and the Onshore Substation as well as the safe construction and operations of the Grid Connections, Onshore Substation and associated HV plants and equipment.
  • Accountable for all tasks/management of the Operations Control Centre (OCC) that are related to operations, control and management of the electrical system and the interfaces to the off taker and national grid operator.
  • Responsible for all electrical activities for the purpose of safety, technical review, contractual compliance and operational / logistical duties.
  • Contribute to the safe and efficient delivery of the on-/offshore Operations and Maintenance of the Windfarm via proactive management, good coordination and communication between all parties to ensure process compliance and effectiveness.
  • Responsible for maintaining an understanding of the Asset Integrity Management policy and strategy, and for carrying out any relevant resultant tasks.

Key Responsibilities
  • Act as the central authority regarding HV and all other electrical work in the project.
  • Accountable for electrical safety in the windfarm / project
  • Responsible for delivery of all electrical and HV O&M related processes, regulations and work procedures needed for Wind Farm operations and maintenance
  • Coordination of the delivery of the HV scope (i.e., managing the HV Service contractor and liaising with Grid Operator and Off taker where appropriate)
  • Implement or update, execute, and maintain the Electrical Safety Rules (ESR)
  • Outage Management and network control
  • Carry out / authorise / prepare high voltage switching and isolations
  • Carry out / authorise / prepare earthing of high voltage plant and apparatus
  • Coordinate and manage all electrical work in the windfarm
  • Prepare, issue and cancel safety documents
  • Train, nominate and authorize persons to carry out electrical work under Employers electrical safety rules
  • The Lead SAP manages / ensures that the following task are executed/will also execute and participate (if required) in:
    • Inspect / Test / Commission / Operate and maintain high voltage plant and apparatus
    • VLF Testing of high voltage cables
    • Identify and fit circuit designation labels and switch numbers
    • Fault management
    • Participate in an out of hours emergency response rotation, if required
    • Collate site and network information to facilitate effective decision making within the HV responsibility

    • Inspect work sites and perform safety inspections
    • Check work permits
    • Implement, update and provide training programs for manual and technical staff (CP/AP/SAP, etc.)

  • OCC – The Lead SAP manages / ensures that the following task are executed and will also execute and participate (if required) in:
  • Monitoring operational status of the transmission and auxiliary equipment of the BoP
  • Adjustment of power output as requested
  • Monitoring the status of the Wind Turbine Generators
  • Remotely diagnose and intervene events or faults on the system according to established procedures
  • Notify and/or escalate relevant events or faults to the Operator or 3rd party
  • Manage day-to-day communication with TSO and off taker
  • Collect and compile availability forecast and report to off-taker/TSO
  • Ensure the validity of personal certification (safety and otherwise) and proactively maintain the competence level required for the role.

KEY RESPONSIBILITIES
  • Direct communication with the T&I Contractor counterpart.
  • Supporting the implementation of Hai Longs HSE and Quality expectations
  • Technical Validating, Reviewing and Consolidating Workflows associated with the scope and pro- actively ensuring all other disciplines complete their reviews on time.
  • Direct communication with the MWS and Certification team to ensure all documents for the package are approved in time.

  • Experience with Taiwan (or similar) regulations around pile driving noise limits and best practice noise mitigation techniques and monitoring.

  • Strong technical understanding with the ability to communicate technical matters coherently.

Legal Counsel

Key Responsibilities

  • Infrastructure Finance and Transactions:
    • Lead the negotiation and execution of financing transactions (including project financing, corporate finance and various subordinated debts) and manage stakeholders such as lenders’ legal advisors, security agents, etc. Provide support for sponsors’ sell-down deals. 
    • Draft and review legal documents. Conduct legal due diligence.
  • Regulatory Matters:
    • Advise on various matters related to energy law, including but not limited to administrative contracts, localizations, permits, license and governmental approvals. Essentially, we would expect you to provide strategic analysis and represent the Project company(ies) in negotiations with the government agencies.
    • Advise on various contracts with state-owned companies (Taipower, TIPC, CPC, etc.), crossings /proximities with other developers’ assets and relevant regulatory/maritime laws points.
    • Advise on legal position and collaborate with GR team to advocate changes in laws/regulations relevant to offshore wind industry. 
  • Power Purchase Agreements: Advise on Taipower and corporate power purchase agreements, wheeling and surplus contracts, and relevant regulatory points.
  • Corporate governance: Prepare relevant internal resolution documents (including internal memorandum for the Sponsors to consider).
  • Legal Cost Management: Manage legal costs generated from various external advisors.

Qualifications & Key Skills
  • Licensed to practice law in Taiwan or other jurisdictions (legal expert qualified in another jurisdiction must register as a foreign lawyer in Taiwan).
  • At least 3 years post-qualification experience in multinational companies and/or renowned law firms advising on project financing and regulatory matters for energy and infrastructure projects. We prefer candidates with working experience relevant to offshore wind industry but are open to a broad range of energy sectors.
  • Strong drafting ability and negotiation skills. We do NOT appreciate over-relying on external advisors.
  • Strong attention to detail with well-developed analytical skills.
  • Have a positive attitude, a strong drive and are eager to learn.
  • Ability to work in a structured manner with focus on results and value creation. Note that this is a mid to senior level position. The candidate must be able to work independently.
  • Have strong communication skills and can engage with internal stakeholders (including (a) management, finance, GR/PR, permitting/E&S, procurement, EPCI teams within the Project and (b) Sponsors) and external stakeholders (lenders’ legal advisors, security agencies, state-owned companies, government agencies, etc.) at all levels.

Account Payable Specialist

The Account Payable Specialist will be part of the CFO Chief Finance Office department of the Hai Long Offshore Wind Project and be responsible for executing the account payable, withholding tax and value added tax VAT related processes.

Key Responsibilities

  • Review all invoices/supporting documents for appropriate documentation and approval prior to payment.
  • Perform day to day financial transactions, including verifying, posting and recording accounts payable data.
  • Maintain vendor master data. 
  • Monitor accounts to ensure payments are up to date.
  • Handle employee reimbursement and travel expense claim.
  • Work to drive process improvements in other accounting operation functions as assigned.
  • Proceed with monthly closing, liaising with the Assistant of the Account Payable Manager. 
  • Manage the withholding tax and VAT filing processes.
  • Prepare the tax reconciliation and related documents with accuracy and timeline. 
  • Other project support assigned by Account Payable Manager and other members in CFO department.

In the role of Account Payable Specialist, you will report to the Account Payable Manager.

 
Qualifications & Key Skills
  • Business University Degree (Economics, Commerce, or Finance) or related field.  4-year of relevant working experience in similar function or Big 4 experience is desirable.
  • Detail-oriented and team-oriented
  • Solid understanding of basic bookkeeping, accounting and tax principles.
  • Good communication skills and can work under pressure. Self-motivated with an innately curious personality and a desire to learn.
  • Ability to work collaboratively and prioritize effectively.
  • Language: 1). Mandarin: native; 2). English: effective communication
  • Proficient in MS Excel and MS Office.
  • Familiar with ERP process and implementation. Dynamics is preferred.

SCADA Engineer

In the role of SCADA Engineer, you will form part of the SCADA Team that reports to the SCADA & Communications Manager.

About the Role

As SCADA Engineer, you will be part of the Substations team of the Hai Long Offshore Wind Project. You will be based in Taipei, Taiwan and report to the SCADA & Communications Manager. This role requires excellent collaboration skills and flexibility to work across a range of subjects. In this capacity, you shall take on a broad range of tasks, including but not limited to the following:

 

Key Responsibilities

  • Support SCADA & Communications Manager in delivering the SCADA, network and communications scope to project objectives
  • Review of SCADA, network and communication design, installation, commissioning documents
  • Liaise with Commissioning & Installation Engineer and Supervisors during installation and commissioning
  • Support SCADA manager to ensure SCADA system including architecture and system equipment's complies with all company and international cyber security standards
  • Support SCADA manager with O&M design, OSS SCADA, WTG SCADA and Onshore Substation SCADA design
  • Maintain interface registers acc. to agreement with stakeholders
  • Translate technical documents from Chinese to English


Qualifications & Key Skills

  • Bachelor’s or master’s degree in Telecommunications Engineering, Control Engineering or equivalent.
  • Fluent in English and Chinese, both verbal and in writing.
  • Direct work experience in a position as SCADA, network or telecommunications engineer preferable.
  • Willing to travel frequently within Taiwan for fabrication site and supplier visits.
  • A team player with ability and motivation to work in a diverse environment with people of different cultural backgrounds.
