【ABOUT THE ROLE】
You will provide leadership, direction, and forward thinking through excellent understanding of HSSE Management Techniques in respect to offshore wind projects, inclusive of construction & Commissioning related activities both onshore and offshore.
Understanding of – and ability to apply local health and safety regulation is a must for this role within the team.
The role requires knowledge and understanding of Health, Safety and Environmetal Management systems, designed around and compliant with a ISO 45001 system and standard.
This role is based in the Taipei, Taiwan office. There will be some local travel required from time to time.
In the position of Health and Safety Manager , you shall take on a broad package of tasks, including but not limited to the following:
HSSE Management System
- Implement and maintain the Hai Long HSSE Management System aligned with Northland’s strategic goals, project requirements, and applicable legislation (IMCA, GWO/G+ standards).
- Ensure HSSE management systems are actively monitored and in compliance with all relevant standards and audit protocols.
- Ensure raised non-compliances are effectively and sustainably rectified.
- Colaborate and work professionally with HSSE team enabling functions, ensuring an effective HSSE Management system performance.
Team Management
- Serve as the direct line manager for all HSSE Site Representatives, overseeing welfare, role definition, recruitment, team integration, conflict management and onboarding processes.
- Ensure sufficient resources and qualified HSSE personnel are available across project packages and timelines, successfully meeting HSSE requirements for all project phases, including construction and commissioning.
- Evaluate team competencies regularly and identify areas for skill enhancement, ensuring the team is up-to-date with industry standards and best practices.
- Define and communicate roles, responsibilities, and expectations for each team member, ensuring alignment with organizational objectives and the HSSE management system.
- Promote collaboration and open communication within the HSSE team and across other departments or project packages.
- Facilitate regular team meetings, ensuring alignment on priorities, sharing lessons learned, and fostering a culture of continuous improvement.
- Address interpersonal conflicts or challenges within the team promptly and professionally, ensuring a positive and productive working environment.
Project Engagement and Site Visits
- Conduct site visits to stay updated on project developments, address HSSE needs in the absence of site representatives, and maintain regular engagement with Package Managers.
- Evaluate on-site safety standards, identify solutions, and participate in high-level safety meetings (HAZID, HAZOP, HIRA).
- Engage HSSE implementation and discussion on the Package Manager levels across the project.
Training and Safety Culture
- Promote and facilitate a safety culture through training, coaching, safety meetings, alerts, and Behavior-Based Safety (BBS) programs.
- Track regulatory and compliance training to ensure project personnel meet onshore and offshore requirements (GWO/STCW/BOSIET standards).
- Ensure the team is prepared for emergency situations, with clear roles and responsibilities during incidents.
- Facilitate training and drills for emergency response, ensuring team readiness and confidence in handling these foreseeable emergency scenarios.
Risk Management and Compliance
- Identify and mitigate project HSSE risks throughout all project phases, applying ALARP (As Low As Reasonably Practicable) principles.
- Ensure the project HSSE Risk Register is maintained and up to date for all construction and commissioning related activities across all packages.
- Drive the awareness and implementation of the mitigation measures within the EPCI team.
- Conduct HSSE inspections of construction sites, suppliers, and contractor facilities; provide feedback and coaching on best practices.
Contractor Collaboration
- Develop and maintain HSSE standards for contractors to meet project requirements; monitor and assess contractor HSSE performance.
- Ensure correct and timely reporting is undertaken from all contractors, enabling the Hai Long project to meet the reporting requirements from its sponsors.
- Ensure all HSE Accidents and incidents are investigated and adequately closed-out.
- Ensure all contractors are working with an approved HSE Plan and ERP, compliant to the Hai Long HSSE Employer Requriements, and frequently assess any gaps during the project execution and commissioning phase.
Reporting and Documentation
- Compile monthly HSSE reports, track key performance indicators, and manage compliance with incident/accident investigation procedures.
- Support the implementation of the Emergency Response Plan and Oil Spill Response Plan, and contribute to crisis management procedures.
- Produce and implement HSSE Plans as required.
Continuous Improvement
- Drive project safety culture improvements through lessons learned, review of HSSE documentation, and constructive feedback to Package Managers on HSSE concerns.
【QUALIFICATIONS & KEY SKILLS】
- Previous experience in a similar role, minimum x5 years.
- Has the correct working rights to operate from the Taipei, Taiwan office.
- Hold a HSSE related degree / dipolma or equivelent.
- Hold a ISO 45001 auditing qualification.
- Competent understanding of international and local HSSE standards.
- Comfortable using microsoft computer programmes.
- Works well in a team.
- Effective and proactive communication skills.
- Strong planning and implementation skills.
- Must be comfortable in a heavy construction environment both onshore and offshore.
- Hold a Class A OSHA License and manage the duties atributed to the license.
- Fluent in english language. (speaking, reading and writing).
