HSSE Administrator

As the HSSE Administrator, you will report to the HSSE Engineer monitored and mentored by HSSE Director for Hai Long Offshore Wind Project. The HSSE Administrator will be allocated tasks and HSSE routines and support the HSSE online folder, systems and documents including document control. Office based HSSE functions will also be supported by the individual. Working with the Hailong HSSE team in a supporting role will help maintain the administration functions of the department and will also help the chosen individual mature into a key function within the project.

About The Role

You will provide support to the HSSE team and administration functions through having a genuine interest in a HSSE function. You will be passionate and well organised individual with a willingness to learn and be trained in HSSE. The role will require you to have good reading, writing and language skill in chinese, mandarin and english. This role is based in the Taipei, Taiwan office. You will need to have the correct working rights to work in Taiwan to be able to accept this position. In the position of HSSE Adminstrator , you shall take on a broad package of tasks, including but not limited to the following:.


Key Responsibilities

  • This role requires good administration understanding. Eg filing, organistation and general task completion.
  • Have a willingness to listen and learn HSSE related functions and tasks. Eg equipment inspection, updating notice boards, undertaking office induction etc.
  • Have the ability to update HSSE folders both online and filing system.
  • Update and maintain HSSE related indexes and systems.
  • Produce HSSE presentations and keep minutes of meeting during HSSE meetings.
  • Collect HSSE Data from project contractors.
  • Maintain the HSSE checklist and inspection sheets.
  • Support the HSSE team in document control related tasks.
  • Build up competence to undertake the OSHA Taiwan Representative training on behalf of the Hailong Project and obtain the OSHA Certificate for Health and Safety Representative, namely - Level A/B technician for Occupational Safety & Health Management.
  • Produce and implement simple office HSSE related routines. Eg fire warden and first aid, work station surveys.
  • Translate HSSE documents / communications to english > chinese and chinese > english.


Qualifications

About The Role

Site based role in Taiwan (Kaohsiung)at Pin Piles fabrication facility. Leading a site-based team, representing the Employer (Hai Long) to ensure the safe delivery, to required quality standards and in accordance with programme requirements. This role requires pro-active and direct engagement with fabricator’s workforce from Senior Management Level, to shop floor personnel in a collaborative approach to ensure successful delivery. Engagement with Hai Long Foundations Package Management Team, reporting directly into FOU Supply Package Manager. The Pin Piles Fabrication Manager is responsible for overall delivery and directly accountable, for all activities including HSE, Quality, Planning, Cost Control and Variation Management.

The role requires particular emphasis in recognition of dealing with local cultures and is to be one of working together with the fabricator in an open and constructive dialogue on the basis of a “one team” approach. This is a “hands-on” role requiring flexibility in the assigned tasks with some level of autonomy. The candidate requires a positive and “can do” attitude and able to articulate and manage fabrication delivery in an organised and professional manner.

Under the directive of the Hai Long CFAO and NPI Senior Director of Global IT/OT Operations, the IT Manager will be responsible for supporting users in the Hai Long Project. This will include supporting development requirements, construction phase IT design oversight, and support the transition from construction to the operational phase of the project. It will be important that the IT Manager is knowledgeable of the compliance requirements within the region and can promote/enforce compliance measures. The IT Manager will be bi-lingual, with the ability to communicate both in Mandarin Chinese and English to foster global collaboration. The IT Manager will provide local support but also adhere to Northland’s global standards, frameworks, policies, and best practices.


Key Responsibilities

  • Open, track and close incidents and IMACD (Installs, Moves, Adds, Changes, Deletes) request tickets, adhering to support and change management principles.
  • Perform daily system health checks, address issues, documenting results, including maintaining of systems performance and troubleshooting outages within specified Service Level Agreements.
  • Lead assigned infrastructure projects and provided subject matter expertise to diagnose and remedy system and infrastructure issues escalated by the business, project stakeholders and/or other members of the IT team.
  • Collaborate with the Managed Services team on any system issues and alerts.
  • Perform quality control checks on the infrastructure environment.
  • Act as a site level escalation point for IT.

Qualifications

The ideal candidate is able to effectively communicate at a technical level as well as being able to translate technical details so these can be discussed internally with non-technical people and at a commercial level. You should be able to take on a variety of tasks and work flexibly as the project moves through the next phases and support the Director WTG in delivering the WTG Package. In this capacity, the WTG Technical Manager shall take on the following tasks:


Key Responsibilities

  • Ensure delivery of the technical scope of works within the TSA, including technical clarification notes, variation orders, Work Instructions and claims.
  • Ensure the Contractor complies with all technical aspects of the contractual Employer’s Requirements and is in line with company standards, industry best practices and captured Lessons Learnt.
  • Lead and drive the technical interface management within the WTG package.
  • Interface with T&I team to resolve technical issues.
  • Participate in risk management within the WTG package.
  • Drive and/or support Integrated Change Management within the WTG package.
  • Support QA/QC of technical scope during manufacture and delivery of the Works, including coordinating with the Contractor’s engineering team for the resolution of non-conformities.
  • Review of technical documentation and key deliverables from Contractor, including issuing of Taking Over Certificates of the Works and supporting the validation of payments, invoices and guarantees related hereto.
  • Manage preparation, numbering and archiving of the plant and systems documentation of the Works including As-built documentation, manuals, drawings and other according to the Contract with hand over to Operations.
  • Coordinate closely with Director WTG on overall WTG package delivery.
  • Manage the WTG technical workstream team and ensure they deliver for the WTG Package.
  • Ensure business continuity of the overall WTG Package during absence of the Director WTG.


Qualifications

  • Degree in Engineering (or equivalent), or experience in a technical role within onshore wind or offshore wind industry.
  • At least 4 years’ experience within WTG package during project development and/or execution.
  • At least 2 years’ project management experience with experience, knowledge or competence with IPMA or PMI frameworks.
  • Experience with Contract Conditions (primarily FIDIC Yellow book 1999) would be beneficial.
  • Good communicator able to build sound business relationships and represent them in project meetings and presentations.
  • Competent when dealing with health and safety standards, quality standards, best practice, technical specifications, and regulatory requirements.
  • Organised and process-driven, able to work independently or collaboratively as suits the situation best.

This role requires high collaboration within the WTG Package and towards the wider Project, including internal and external stakeholders and parties. The ideal candidate would be able to effectively communicate at a technical level as well as being able to translate technical details so these can be discussed internally with non-technical people. You should have experience with interpreting the contract and commercial requirements for the technical workstream and be able to understand the contractual implications when discussing technical solutions. You should be able to take on a variety of tasks and work flexibly as the project moves through the next phases. In this capacity, the WTG Mechanical Engineer shall take on the following tasks:


Key Responsibilities

  • Ensure compliance of the WTG package scope with technical/mechanical specifications including remedying of quality issues (e.g. NCRs, etc.).
  • Work with WTG supplier and other internal and external stakeholders to solve mechanical issues, including those related to interfaces, until handover of the WTG scope to the Operations team.
  • Responsible for the delivery of PE (Professional Engineer) stamping and certification for the WTG package scope.
  • Support the review of technical documentation, including detailed design, variations, claims and as-built documentation.
  • Liaise with the WTG Technical Manager to manage the resolution of issues related to WTG mechanical works.
  • Site visits during various stages, including offshore, as required.
  • Support the WTG Package with the technical interfaces to other packages.


Qualifications

  • Degree in Engineering (or equivalent), or experience in a technical role within the offshore wind, Oil and Gas or Power Systems industry.
  • Good communicator able to build sound business relationships and represent them in project meetings and presentations.
  • Ideally a solid technical understanding of a wind farm and of the relationship between technical issues on turbines and balance of plant, grid etc. and commercial impacts. However, the capacity and motivation to learn is equivalently important.
  • Knowledge of the PE stamping and certification workstream highly desirable.
  • Competent when dealing with health and safety standards, quality standards, best practice, technical specifications, and regulatory requirements.
  • Organised and process-driven, able to work independently or collaboratively as suits the situation best.
  • IT literate (familiar with Microsoft Office & SharePoint) and able to learn and make full use of internal systems.
