About the Role
 
This position will be reporting to the deputy O&M Director while being responsible for supporting day-to-day IT infrastructure-related issues and working closely with the operating facilities, multiple vendors, and consultants.

Under the directive of Hai Long deputy O&M Director, the IT Manager will be responsible for overseeing the technological infrastructure and supporting users in the Hai Long Project. This will include supporting development requirements, construction phase IT design oversight, and supporting the transition from construction to the operational phase of the project. It will be important that the IT Manager is knowledgeable of the compliance requirements within the region and can promote/enforce compliance measures. The IT Manager will be bi-lingual, with the ability to communicate both in Mandarin Chinese and English to foster global collaboration. The IT Manager will provide local support but also adhere to global standards including shareholders’ requirement, frameworks, policies, and best practices.

Key Responsibilities
  • Assessing the technical requirements of the Hai Long project, while overseeing and providing mentorship to any assigned support staff
  • Develop and manage strategic plans in alignment with the mission and vision of the organization
  • Formulate IT policies and procedures and take care of its proper implementation.
  • Lead and manage the IT budget planning exercise

  • Open, track and close incidents and IMACD (Installs, Moves, Adds, Changes, Deletes) request tickets, adhering to support and change management principles
  • Perform daily system health checks, address issues, and documenting results, including maintaining systems performance and troubleshooting outages within specified Service Level Agreements
  • Lead assigned infrastructure projects and provided subject matter expertise to diagnose and remedy system and infrastructure issues escalated by the business, project stakeholders and/or other members of the IT team
  • Lead the development, maintenance and support of local ERPs and other local business systems (e.g. Data & Analytics, Digital Experience)
  • Collaborate with the Managed Services team on any system issues and alerts
  • Perform quality control checks on the infrastructure environment
  • Maintain an agile mindset with a constant focus on supporting the delivery of solutions for the assigned location
  • Assist with requirements gathering and defining project scope
  • Assist with infrastructure designing and scoping solutions for new initiatives
  • Collaborate with the IT team on research & development (R&D) initiatives with a focus on improving IT Design and Build standards
  • Provide feedback for the future of the technology practice (evaluating vendors, products, solutions, etc.)
  • Support due diligence process for new development opportunities
  • Provide input, review and support development activities ensuring Hai Long’s Policies, guidelines and standards are followed as part of project and asset buildout
  • Lead local infrastructure procurement, hardware requirements, and software/license requirements adhering to Hai Long’s procurement process
  • Responsible for IT asset management
  • Escalate critical incidents to the site and IT team as necessary while maintaining stakeholder communication
  • Contribute/develop documentation of processes, systems, and configurations
  • Support the configuration, installation and testing of current and/or new systems
  • Utilize IT systems and tools for monitoring and IT systems management where possible
  • Develop and ensure routine backups, images, and endpoint protection on selected IT equipment are maintained based on company standards
  • Assist in the creation, support and maintenance of operational documentation relating to IT Infrastructure across the assigned site(s)/project(s)
  • Ensure security policies and standards are followed
  • Supports regional cybersecurity initiatives and incident response processes as required
  • Promote, enforce, and provide input to IT policies, processes & standards
  • Support the regional Operations group and engineering team to improve operational excellence
  • Provide support for all facility operations Networks, HMI, historians, Analytical tools etc. as needed
  • International and regional travel required

Qualifications & Key Skills
  • Bachelor's degree in computer science or equivalent would be an asset
  • 5 years of experience as a network / systems admi nistrator with a proven track record of excellent service
  • Working knowledge of regional IT regulatory requirements and standards, for example:
    • Taiwan Cyber Security Management Act
    • Personal Data Protection Act
    • ISO 27001
    • IEC 62443
    • NIST SP800-82
    • NIST Cyber Security Framework
  • Strong understanding of security principles and best practices

  • Knowledge of application transport and network infrastructure protocols, including Routing, SD-WAN, AAA, IPSEC, RADIUS, LDAP, 802.1x, and public/private key encryption. Experience within the ITIL framework is highly desired.
  • Familiarity with SASE/ZTNA solutions will be considered a plus.

  • Perform supplier/Contractor quality and HSE audits both on-site (including offshore inspections of Contractors) and off-site. (HSE Manager to train/support in proficiently performing these tasks and to lead the audits when the risk is particularly high).
  • Ensure the ramp up, training, and operational capabilities of the OCC acc. to the regulatory framework
  • (Lead) and participate in site toolbox talks and briefings when on-shift
  • Commence and participate regular site performance / problem-solving meetings and regular reviews

  • Support the Operations / Asset Management functions as required in the day-to-day management of a number of operational generating assets, including scheduling and controlling site works, reacting to emergencies, co-ordinating unscheduled maintenance and responding to network outages, site issues and faults and failures
  • Identify project risks, propose mitigating measures, and monitor on an ongoing basis
  • Develop strong relationships with clients, contractors, and service providers to maximize their performance
