Key Responsibilities & Tasks
1) Contract Cost Control & Change Management
- Maintain the cable package cost book (budget, commitments, accruals, actuals, EAC); reconcile to contract scope and delivery plan.
- Log, price, and track VOs/claims; verify entitlement and quantify impacts on cost, schedule, and risk; align with contract terms before recommending approval.
- Monitor currency/price provisions (e.g., indexation, exchange rates) and flag exposures when contractors seek payment-currency changes.
2) AFP / Invoice / Timesheet Validation
- Lead the monthly AFP (application for payment) review against progress evidence (BoQ, milestones, records) and contract rules; ensure the AFP content meets form and timing requirements before certification.
- Perform forensic checks on contractor invoices, finding opportunities for disallowance of cost.
- Coordinate with Finance/AP to resolve invoice discrepancies, GR/IR, tax, and retention issues; maintain clean audit trails.
3) Forecasting, Reporting & Contingency
- Prepare source-backed cost summaries to support new contracts, change approvals, and contingency requests; and draft contingency requests with cost/budget details in a timely manner.
- Produce the monthly cost report: actuals vs. budget, EAC trends, variance commentary, cash-flow, and contingency movements; highlight risks/opportunities.
- Facilitate developing scenario forecasts for pending VOs/claims and installation changes (e.g., vessel delays, T&T/handover shifts); impacts before MC decisions.
4) Data Integrity & Systems
- Ensure single source of truth: align package trackers with ERP (PR/PO/CCF), document repositories, and the project cost procedure; eliminate duplicate offline tables.
- Drive timely PR/PQ setup and commitment posting so spend is visible before invoicing; run exception reports for late/incorrect data.
5) Interfaces & Governance
- Work day-to-day with Cable Engineering, Package Management, Planning, Cost team, Ports/Logistics, and HSE to validate that cost aligns with actual scope and progress; escalate gaps early.
- Prepare concise briefs and exhibits for internal reviews and lender/management requests; support audits and lessons learned.
6) Cable-package Scope Awareness
- Understand the Export and Inter-Array cable system, terminations/accessories, and key installation steps (load-out, lay, burial, testing, commissioning) to challenge cost drivers credibly.
- Understand the Seabed intervention works such as rock bag installation, loose rock installation (storage and loading), dredging, and CFE works to challenge cost drivers credibly.
Core Deliverables (examples)
- Monthly Cost Report (budget/actuals/EAC/variance/risks), AFP validation pack, VO/claims valuation log, cash-flow forecast, contingency movement summary, and a reconciled cost register.

Cable Package Lead/Manager, Contract/Procurement, Cost team, Risk, Planning, Finance/AP, and external contractors (cable suppliers and T&I contractors).
