Description & Responsibilities

  • Responsible for defining and implementing the operations and maintenance strategy for Transmissions Assets and all Balance of Plant HV/LV Electrical Equipment.
  • Plan and manage the execution of all O&M activity relating to Transmissions Assets and Balance of Plant Electrical equipment.
  • Supervise the activities of all subcontractors executing scopes of inspection and maintenance activity on Transmissions Assets and Balance of Plant Electrical equipment.
  • Responsible for the coordination and management of onshore/offshore cable repair activities in the event of defects, damage, or faults.
  • Ensure that all assets under management adhere to statutory requirements for Health, Safety and Environmental performance and comply with project specific requirements.
  • Support the Technical Asset Manager in managing (and documentation progress of) responses to open project issues – including ongoing works and technical proposals through liaison with service providers.
  • Review relevant technical proposals received from project service providers (from both technical and business case perspective).
  • Recommend technical and design improvements.



Key Task and Deliverables

  • Review and define BOP maintenance procedures and execution control in the field.
  • Develop and approve the periodic BOP maintenance plan.
  • Plan and execute a training plan for the technical team.
  • Manage site teams to ensure safe operation of BOP equipment.
  • Perform periodic inspections and following the activities.
  • Ensure that all necessary tools on the site are available and calibrated.
  • Support technical discussions with regulatory agencies, if necessary.
  • Analyze and promote technical discussions .
  • Establish KPIs and monitor them.
  • Develop, monitor and ensure the monthly and annual budget is executed.
  • To develop practices of operational excellence seeking the optimization of the assets.
  • Support the Technical Asset Manager as required in the day-to-day management of the operational generating assets, including scheduling, and controlling site works, reacting to emergencies, coordinating unscheduled maintenance and responding to network outages, site issues and faults and failures.
  • Identify project risks, propose mitigating measures, and monitor on an ongoing basis.
  • Carrying out requested reporting and where required, in-depth analysis of technical issues.
  • Challenge proposals from contractors and service providers and seek the best resolution to technical issues.
  • Develop strong relationships with clients, contractors, and service providers to maximize their performance.
  • Support in the close out of the construction punch list items.
  • Support other technical functions for inspections and operational reviews.
Ensure:
  • Health, safety, and environmental performance is in compliance with the site H&S plan, the relevant Health and Safety standards, legislation and best industry practice.
  • Low response times and effective execution of corrective and preventive maintenance, remediation of defects and technical resolution of equipment failures.
  • High performance of security systems and communication systems; and “ready-to-operate” on time and budget as part of the core mobilization team.



Requirements & Qualifications

Essential:
  • Degree in Electrical Engineering or equivalent (or) extensive experience in an O&M environment within the offshore wind, Oil and Gas or Electrical Transmission industry and understanding of best practice.
  • Broad experience of the management of electrical safety rules systems.
  • Good communicator with proven ability to build sound business relationships and represent them in project meetings and presentations.
  • Solid technical understanding of the full asset and of the relationship between technical issues on turbines, balance of plant, grid etc. and commercial impacts for owners.
  • Competent when dealing with quality standards, best practice procedures, technical specifications, and regulatory requirements.
  • Tenacious self-starter, professional, organized and process driven.
  • Able to work independently.
  • IT literate (familiar with Microsoft Office & SharePoint; willing to learn and make full use of internal systems).
  • Strong understanding of the importance of data management processes.

About the Role

As an O&M Contract Manager, you will be part of the Operations & Maintenance (O&M) team of the Hai Long Offshore Wind Project and will be responsible for O&M procurement and contract management activities for the project. In this capacity, the O&M Contract Manager shall take on a broad package of tasks, including but not limited to the following:


Development and implementation of O&M projects:

  • Lead on certain procurement activities, including implementation of sourcing strategies aligned with procurement objectives, with the approved budget and in compliance with governance and purchasing procedures.
  • Provide commercial and contractual support for ad hoc purchasing requests and contract related queries including negotiations of contracts and/or extensions of key contracts.
  • Manage certain project contracts, ensuring that all key contractual requirements are complied with by our contractors, including WTG service provider and BoP service providers.
  • Responsible for management of certain local agreements and contracts.
  • Ensure compliance with regulatory provisions in the wind farm permitting, lease and power purchase agreements.
  • Support day-to-day or regular stakeholder management and commercial and contractual reporting towards project owners.
  • Development of a contract and commercial management framework including warranty and claims management procedure, procurement strategy and contracts tracking and overview.
  • Support the O&M technical team to project manage and coordinate resolution of service performance issues and warranties to ensure a prompt and successful resolution of issues with contractors.
  • Support the commercial team in their responsibility for contract administration and management, commercial issues, claims and variations.
  • Ownership of overall contract and commercial register, including its development and maintenance.
  • Work closely with subject matter experts on the evaluation of potential contractual and commercial impacts of (technical) decisions.
  • Liaise and manage relationship with local stakeholders, landowners, and authorities.
  • Provide administrative support on project related tasks.
  • Work with subject matter experts within the global Asset Management & Operations team for accurate and efficient project delivery.
  • Coordinates with the finance department to ensure correct account payables and account receivables in accordance to contractual obligations.
  • Support with Revenue and OPEX budgeting.
  • Communication, both verbal and written, in English is essential. Speaking and writing Chinese is a bonus, as the Contract Manager should be able to understand and translate any local permitting requirements.
  • Excellent interpersonal skills and intercultural competence is required as you will work in a multinational and multicultural team.

The Procurement Specialist is to support and coordinate all relevant tasks to prepare tenders, initiate and negotiate contracts and actively manage them afterwards. The task is to ensure consistent management of all proposals and contracts, as well as development of specific standards for bidding and submission, contract negotiations and document management. The Procurement Specialist requires close collaboration with various departments within the Hai Long project team as well as external stakeholders (eg. governmental) and the project’s shareholders. The role requires to support the project for all local Procurement tasks, keeping the oversight, but also assisting the package managers on a hands-on manner.
 

Key Responsibilities

  • Support to develop and execute negotiation strategies that minimize potential losses and benefit the projects’ financial performance.
  • Support in supplier identification and prequalification process for potential suppliers.
  • Provide support to the preparation of tender documents, including but are not limited to coordinating with each package, document review, consolidation of the documents.
  • Coordinate meetings with internal and external stakeholders.

  • Support on the General procurement/contract management activities through the project.

The Senior HSSE Specialist (Deputy HSSE Manager) will report into the HSSE Manager and will be required to interface closely with the Project’s development and construction team including but not limited to the following:


Key Responsibilities

  • Maintain the HSSE Management System based on Northland’s strategic purpose, goals, and objectives, Project Requirements, and applicable legislation, local laws etc IMCA & GWO/G+.
  • Follow-up on project HSSE targets together with the HSSE Manager.
  • Support in the planning of project implementation in the analysis, and project phases.
  • Identify and assist in mitigating Project HSSE risks during all phases. Keeping ALARP – Practical approaches.
  • Tracks Regulatory and Compliance Training for Project personnel Training matrix / development training.
  • Ensure HSSE related training is applicable to project needs onshore and offshore requirements to be considered. GWO/STCW.
  • Promote HSSE best practices and provides constructive feedback and coaching for implementation of HSSE best practices G+ / IMCA.
  • Follow up on lessons learned for all scopes of the works offshore and onshore for project personnel.
  • When required, support update, maintenance and development of Project HSSE procedures.

Qualifications & Key Skills

The following qualifications and key skills characterize a successful candidate for this role:
  • 10+ years of Offshore Experience.
  • Offshore wind or experience in relevant and similar fields of work. (e.g., Construction Projects, large infrastructure projects) in HSSE Role.
  • Subsea, Maritime, Offshore Wind, Construction would be preferable.
  • International recognized industry certification in occupational health and safety.
  • Be Familiar with ISO 9001, ISO 45001, ISO14001 standards.
  • Proficient written and spoken English language communication skills.

About the Role

As a Government Relations Manager, you will be part of the Strategy team of Hai Long Offshore Wind Project and have the responsibility to plan and execute a comprehensive, proactive government affairs strategy that advances project’s mission and goals. In this capacity, the Government Relations Manager shall take on a broad package of tasks, including but not limited to the following:


Responsibilities

  • Develop and lead the execution of a government relations strategy for strengthening relationships with government decision makers, key-influencers, champions, opponents, and other stakeholders. with a goal of increasing their understanding of and support for Hai Long project, in collaboration with the Hai Long management team.
  • Engage with government officials, including parliamentarians and senior aides at the Executive Yuan as well as senior officials and policy makers at national and country level government departments, and key stakeholder groups such as local Fishery Associations.
  • Collaborate cross-functionally with the Hai Long project team and its shareholders both locally and globally (commercial, legal, public affairs, communications, etc.) to quickly identify risks, mitigations and opportunities.
  • Monitor legislation, policy and public activities and update and advise project leadership and staff about relevant policy proposals and actions and analyze potential impacts on the project.
  • Coordinate government relations strategy with relevant stakeholders, including Canadian Trade Office Taipei (CTOT), European Chamber of Commerce Taipei (ECCT), AmCham Taipei, Taiwan Offshore Wind Industry Association (TOWIA), Taiwan Renewable Energy Alliance (TRENA), other developers, etc. and engage constituents inside and outside the project team in support of the project’s government relations agenda.
  • Liaise with relevant government relations, communications and PR teams within partner and supplier teams to ensure consistent messaging, tactics and action.
  • Develop a wide range of materials in support of Hai Long’s government relations agenda, including presentations, talking points, legislative summaries, factsheets, reports, and letters.
  • Plan and execute events and other activities to support Hai Long’s government relations goals, such as visits and meetings, and provide interpretation and translation when necessary.
  • Supervise, evaluate, train, discipline, and discharge staff as necessary.
  • Plan and execute budget for government relations activities.


This Role Might be for You If

Education, certifications, experience
  • Have minimum 5+ years of experience in relevant and similar fields of work.
  • Have a bachelor’s degree, master’s degree or above.
  • Possess excellent coordination, cooperation as well as language skills (English proficiency is a must); a team player who is willing and able to work with others to solve problem and share knowledge.
  • Have relevant knowledge in energy/offshore wind industry.
  • Culturally aware with efficient performance to work with a diverse range of internal and external stakeholders.
  • Respect others and being able to work with people from diverse academic, cultural and ethnic backgrounds.

OSS Site Manager

As the OSS Site Manager, you will be part of the Offshore Substations team of the Hai Long Offshore Wind Project. You will be based at the Contractor’s site in Vietnam and report directly to the OSS Package Manager.

About The Role

This role requires excellent collaboration skills and flexibility to work across a range of subjects. You will provide leadership, direction and support in the fabrication of offshore substations.

In this capacity, you shall take on a broad package of tasks, including but not limited to the following:

Key Responsibilities

  • Accountable for execution of the site-based works for topsides and jackets in accordance with the contract, timeline, cost, safety and quality project objectives.
  • Establish and maintain good working relations with the Contractor and liaise with the contractor organization on multiple levels to monitor and provide guidance in the execution of the works.
  • Liaise with internal colleagues such as Contract Managers, Planners, QHSE, T&I Managers etc. to ensure a successful delivery of the offshore substations.
  • Day-to-day management of Employer site team.
  • Effective regular and ad-hoc reporting to the project leadership team.
  • Proactive ownership of QA/QC and HSE topics in relation to the delivery of the offshore substations.
  • Identification and reporting of risks and development of mitigation measures as part of the overall risk management process.

Qualifications & Key Skills

  • BSc or MSc in Structural Engineering or Electrical Engineering.
  • 10+ years of broad international experience with construction and commissioning of topsides and jackets for large complex offshore wind or oil & gas projects.
  • Broad experience with all disciplines involved in delivery of offshore topsides and jackets incl. structural, electrical, mechanical, SCADA systems etc.
  • Direct work experience as Site Manager for at least one offshore wind or large scale oil & gas project comprising both topsides and jackets from start of construction throughout equipment installation and commissioning to load out.
  • Proven leadership capabilities for team management in large, complex construction projects.
  • A team player with ability and motivation to work in a diverse environment with people of different cultural backgrounds.
  • Excellent communication skills in English, both written and spoken.
  • Willingness to relocate full-time to Vietnam.
  • Work experience in APAC is a plus.
