Assistant Account Payable Manager 應付帳款副理

About the Role
Assistant Account Payable Manager will be part of the CFO (Chief Finance Office) department of the Hai Long Offshore Wind Project and be responsible for executing the account payable, value-added tax (VAT) related processes (filling and refund) and implement improvement in the ERP System. In the role of Assistant of Account Payable Manager, will report to the Account Payable Manager or to the Senior Director of Accounting and Tax. 


The primary responsibility of the Assistant Account Payable Manager includes the following:

Key Responsibilities
  • Review all invoices/supporting documents for appropriate documentation and approval prior to payment.
  • Supervise the key in all the invoices into the ERP System.
  • Post all the invoices that have been key in by Account Payable Specialist/Interns or someone from the Accounting team.
  • Maintain vendor master data.
  • Maintain copies of vouchers, invoices or correspondence necessary for files.
  • Monitor accounts to ensure payments are up to date.
  • Handle employee reimbursement and travel expense claim.
  • Collect all necessary information for VAT fillings and for requesting the VAT refund applications.
  • Work to drive process improvements in other accounting operation functions as assigned.
  • Proceed with monthly closing, liaising with Account Payable Manager and Accounting & Tax Manager.
  • Train and coordinate the VIC (Vendor Invoice Claim) process in the ERP system.
  • Provide all necessary information during Audits or ICFR process.
  • Other project support assigned by Account Payable Manager and other members in CFO department.

Qualifications & Key Skills
  • Business University Degree (Economics, Commerce, or Finance) or related field. 5-year of relevant working experience in similar function or Big 4 experience is desirable.

  • Solid understanding of basic bookkeeping, accounting and tax principles.
  • Good communication skills and can work under pressure. Self-motivated with an innately curious personality and a desire to learn.

About the Role

Port Interface Engineer 港口界面工程師

About the Role

As the Port Interface Engineer, you will be part of the Port Team of the Hai Long Offshore Wind Project. The report manager of this position will be the Port Package Manager. You will be primarily based in Taichung and travelling frequently to Taipei office and other locations for the port related tasks after the Taichung office is set up, and before that you will be based in Taipei office. You will be responsible for managing the day to day interface with TIPC, WTG package, T&I package and their contractors.  You will also be responsible for managing the civil works with consultant’s support to ensure that the land in port is delivered to meet contractor’s requirements and schedule.

Key Responsibilities

  • Act as the main point of contact with TIPC. Proactively communicate with TIPC to optimise the general working plan in port.
  • Ensure that the land in port is well-prepared to meet the requirements in TSA and hand over in time. Manage the civil works in port with constultnat’s support.
  • Lead the regular port interface meetings and follow up the actions with the related packages. 
  • Draft and execute the Harbour Security Plan.
  • Facilitate Interface Management on a day-to-day basis; facilitate meetings between internal and/or external stakeholders; resolve (detailed) interface conflicts as needed; document agreements made to resolve such conflicts. 
  • Engage with related packages to ensure that all commercial, scheduling, permit interfaces of Port are visible and aligned.
  • Ensure that all the permits for working in ports are well-prepared and acquired in time.
  • Train the interface stakeholders in the established processes and tools; ensuring compliance to the established processes.
  • Collaborate closely with the planning and risk within the PMO team 
  • Attend the external meetings with TIPC, related authorities and companies on behalf of HL project for any port related discussions.
  • Identify potential improvements to interfaces between packages that minimize project risk and maximize value.
  • Perform other job-related duties as assigned by Port Package Manager.

  • 3-5+ years of experience as project manager, commmercial manager with Civil or engineering knowledage and background.

This role requires high collaboration between the WTG Package and the wider Project, including internal and external stakeholders. Your focus will be to manage the Contractor and field teams, as well as other relevant internal and external stakeholders to ensure delivery of the WTG commissioning scope. To achieve this, during offshore works, you will provide direction towards Hai Long field teams and manage the Contractor in order to support the commissioning of the WTGs up to hand over to the Operations team. In addition, you shall liaise and support the wider Hai Long offshore wind farm commissioning works and grid compliance.


Key Responsibilities

  • Ensure the Contractor complies with the commissioning Employer’s Requirements.
  • Coordinate the Employer’s activities within the commissioning scope in close coordination with HSE and Quality.
  • Accountable for the execution of the commissioning scope in accordance with the Contract, Programme, quality and other project deliverables.
  • Responsible for ensuring the WTG Package complies with the Project commissioning plan.
  • Collaborate closely with the Project Quality Manger to ensure WTG quality is met and defects/issues are properly managed.
  • Collaborate closely with the Project Lead Commissioning Manager, to ensure WTG commissioning is completed in accordance with and synchronised to the overall wind farm commissioning plan and Hai Long Electrical Safety Rules.
  • Coordinate the project’s personnel offshore to ensure adequate coverage to manage the Contractor’s commissioning activities.
  • Liaise with the WTG T&I team to coordinate the commissioning works.
  • Liaise with the ONS team for grid code compliance testing.
  • Participate in risk management within the WTG package.
  • Support Change Management procedures in the WTG package, including variation orders and claims.
  • Support QA/QC during installation and commissioning of the Works, in close collaboration with the Quality team, including coordinating relevant inspections and liaising with the internal WTG Technical team for the resolution of non-conformities.
  • Review of commissioning related documentation, including key deliverables from the Contractor, and supporting the validation of related payments, invoices and guarantees.


Qualifications & Key Skills

  • Degree in Engineering (or equivalent), or experience in a commissioning role within onshore wind or offshore wind industry.
  • At least 4 years’ experience preferably within WTG package during project development and/or execution in a similar or role. Work experience in APAC or with a WTG OEM a plus.
  • Good communicator able to build sound business relationships and represent them in project meetings and presentations.
  • Competent when dealing with health and safety standards, quality standards, best practice, technical specifications, and regulatory requirements.
  • Organised and process-driven, able to work independently or collaboratively as suits the situation best.

In this capacity, the Government Relations Manager shall take on a broad package of tasks, including but not limited to the following:

Key Responsibilities

  • Develop and execute a government relations strategy for strengthening relationships with government decision makers, key-influencers, champions, opponents, and other stakeholders. With a goal of increasing their understanding of and support for Hai Long project, in collaboration with the Hai Long management team.
  • Engage with government officials associated with Project execution and senior officials and policy makers at national and country level government departments, and key stakeholder groups such as local Fishery Associations and NGOs.
  • Collaborate cross-functionally with the Hai Long project team and its shareholders both locally and globally (commercial, legal, public affairs, construction, etc.) to quickly identify risks, mitigations and opportunities.
  • Monitor legislation, policy and public activities and update and advise line manager and team members about relevant policy proposals and actions and analyse potential impacts on the project.
  • Participate and coordinate government relations strategy with external relevant stakeholders, including Canadian Trade Office Taipei (CTOT), European Chamber of Commerce Taipei (ECCT), AmCham Taiwan, Taiwan Offshore Wind Industry Association (TOWIA), Taiwan Renewable Energy Alliance (TRENA), other developers, etc. and engage constituents inside and outside the project team in support of the project’s government relations agenda.
  • Liaise with relevant government relations, communications and PR teams within partner and supplier teams to ensure consistent messaging, tactics and action.
  • Develop a wide range of materials in support of Hai Long’s government relations agenda, including but not limited to presentations, talking points, legislative summaries, factsheets, reports, and letters.
  • Plan and execute events and other activities to support Hai Long’s government relations goals, including but not limited to visits and meetings, and provide interpretation and translation when necessary.
  • Plan and execute budget for government relations activities.
  • Ad-hoc assigned responsibilities as necessary

Qualifications & Key Skills
  • Have minimum 5+ years of experience in relevant and similar fields of work.

The role requires to support the project for all local Procurement tasks, keeping the oversight, but also assisting the package managers on a hands-on manner. It is expected that the Procurement Specialist will be able to take responsibility of the contracts allocated to them.
 
The Procurement Specialist is to support and coordinate all relevant tasks to prepare tenders, initiate and negotiate contracts, ultimately to sign a contract in the interest of the Hai Long Project.


Key Responsibilities

  • Prepare the materials for internal approval process (for budgeting, contract signing, or any other ad-hoc purpose)
  • Identify suppliers and manage prequalification process for potential suppliers with support from the project
  • Preparation of tender documents, including but are not limited to coordinating with each package, document review, consolidation of the documents
  • Coordinate meetings with internal and external stakeholders
  • Prepare Purchase Orders and Contract Package
  • Support on the general procurement/contract management activities through the project
  • Ensure that all contracting and procurement matters are in accordance with legislation, ethical practices, procurement- and HSSEQ policies and value drivers of the project
  • Regularly update the Procurement contract and supplier list
  • Perform appropriate administrative and operational research to support proposal and contract development
  • Ensure continuous improvement and knowledge sharing is reflected in the contracts


Qualifications & Key Skills

  • Degree educated in Engineering, Procurement, Commerical, or similar
  • At least 2 years of experience on construction projects or offshore wind projects
  • Must have worked in an international workplace with multi-cultural teams
  • Experience with internationally adopted contracts such as the FIDIC standard forms of contract would be preferable but not mandatory
  • Must be highly motivated to be further growth and able to analyse complex challenges and develop appropriate solutions

  • Coordination of selected cross package activities and assessments to enable optimal decision making with regards to technical, schedule, quality, safety and commercial parameters

Qualifications & Key Skills
  • Bachelor’s or master’s degree in Telecommunications Engineering, Control Engineering or equivalent.
  • Fluent in English and Chinese, both verbal and in writing.
  • Direct work experience in a position as SCADA, network or telecommunications engineer preferable.
  • Willing to travel frequently within Taiwan for fabrication site and supplier visits.
  • A team player with ability and motivation to work in a diverse environment with people of different cultural backgrounds.

You will be part of the O&M team of the Hai Long Offshore Wind Project and report to the O&M Director.

About the Role
As the WTG Technical Manager, you will be part of the WTG Package team of the Hai Long Offshore Wind Project. You will be based in Taipei, Taiwan and report to the Director WTG. This role requires high collaboration within the WTG Package and towards the wider Project, including internal and external stakeholders.
The ideal candidate is able to effectively communicate at a technical level as well as being able to translate technical details so these can be discussed internally with non-technical people and at a commercial level. You should be able to take on a variety of tasks and work flexibly as the project moves through the next phases and support the Director WTG in delivering the WTG Package. In this capacity, the WTG Technical Manager shall take on the following tasks:
Key Responsibilities

  • Review and define BOP maintenance procedures and execution control in the field.
  • Develop and approve the periodic BOP maintenance plan.
  • Plan and execute a training plan for the technical team.
  • Manage site teams to ensure safe operation of BOP equipment.
  • Perform periodic inspections and following the activities.
  • Ensure that all necessary tools on the site are available and calibrated
  • Support technical discussions with regulatory agencies, if necessary
  • Analyse and promote technical discussions
  • Establish KPIs and monitor them
  • Develop, monitor, and ensure the monthly and annual budget is executed
  • To develop practices of operational excellence seeking the optimization of the assets.
  • Support the O&M Manager as required in the day-to-day management of the operational generating assets, including scheduling, and controlling site works, reacting to emergencies, co-ordinating unscheduled maintenance and responding to network outages, site issues and faults and failures.
  • Identify project risks, propose mitigating measures, and monitor on an ongoing basis
  • Carrying out requested reporting and where required, in-depth analysis of technical issues
  • Challenge proposals from contractors and service providers and seek the best resolution to technical issues
  • Develop strong relationships with clients, contractors, and service providers to maximize their performance.
  • Support in the close out of the construction punch list items
  • Support other technical functions for inspections and operational reviews.
  • Ensure:
  • Health, safety, and environmental performance is in compliance with the site HSE plan, the relevant Health and Safety standards, legislation and best industry practice
  • Low response times and effective execution of corrective and preventive maintenance, remediation of defects and technical resolution of equipment failures
  • High performance of security systems and communication systems
  • “Ready-to-operate” on time and budget
Qualifications & Key Skills
  • Background in Offshore EPC projects / operational start-up of offshore windfarms (min 2 Projects)
  • Training and certification in WTSR (Wind Turbine Safety Rules), for projects involving SGRE / Vestas / or similar
  • IT competent within the Microsoft Office package with an ability to quickly learn how to use software tools.
  • Profound knowledge of operational processes in operational windfarms
  • Solid technical understanding of the full Asset (WTG, Cables, ONS, OSS, Foundation) and required Maintenance
  • Fluent in English (CEFR Level C1 as minimum)

Essential 
  • Degree in Electrical Engineering or equivalent
  • Extensive experience in an O&M environment within the offshore wind, Oil and Gas or Electrical Transmission industry and understanding of best practice
  • Broad experience of the management of electrical safety rules systems
  • Broad experience in asset integrity management with a specific focus on transmission systems, offshore wind substructures and foundations subsea
  • Profound knowledge about structural design principles and standards and typical operational risks / failure modes and corresponding mitigation measures
  • Good knowledge about asset information systems (asset registers or similar) and requirements for storage of inspection reports, etc. enabling long-term asset monitoring
  • Good communicator with proven ability to build sound business relationships and represent them in project meetings and presentations
  • Solid technical understanding of the full asset and of the relationship between technical issues on turbines, balance of plant, grid etc. and commercial impacts for owners
  • Competent when dealing with quality standards, best practice procedures, technical specifications, and regulatory requirements
  • Tenacious self-starter, professional, organized and process driven
  • Able to work independently
  • IT literate (familiar with Microsoft Office & SharePoint; willing to learn and make full use of internal systems)
  • Strong understanding of the importance of data management processes
  • Strong communication skills (verbal and written)
