Taiwan's Largest Onshore Substation! Hai Long Offshore Wind Project Conducts Topping-Out Ceremony

The Hai Long Offshore Wind Project (“Hai Long” or “Hai Long Project”) held a topping-out ceremony for the onshore substation at the Changhua Binhai Industrial Zone in Changhua County earlier this month. Following the completion of subsequent structural work, the electrical and mechanical equipment will be progressively installed. System testing is expected to commence in the third quarter of next year, and upon completion and activation, it will become the onshore substation with the highest installed capacity for Taiwan's offshore wind industry.

Hai Long’s onshore substation site covers an area of approximately 3 hectares, with a floor area of 9,200 square meters. The structure is made of reinforced concrete (RC) and is complemented by a steel structure roof, including a 70-meter-high antenna tower for communication with offshore vessels and facilities.

In September 2021, Hai Long signed a preferred supplier agreement with TECO Electric & Machinery Co. Ltd. (TECO) for the EPC project of the onshore substation in the offshore wind farm. The formal contract was officially signed in November 2022. The collaboration between Hai Long and TECO symbolizes Hai Long's over-fulfillment of localization commitments. In addition to the obligation for the 2A wind farm's localization, the contract also includes the high-voltage equipment for the onshore substations of the 2B and 3 wind farms. This encompasses the local production of all four transformers in Taiwan. Furthermore, heavy electrical equipment such as the switchgear, air conditioning system, and diesel generator will also be manufactured and supplied by experienced Taiwanese companies.

Tim Kittelhake, CEO of the Hai Long project, stated, "The overall construction of the Hai Long project continues to progress steadily, and today's topping-out ceremony signifies another important milestone achieved in our project. 'Safety' is the core value that the project honors the most. As of today, Hai Long has consistently implemented the highest HSE standards, ensuring that safety is paramount during the construction of the onshore substation. TECO and its subcontractors have a wealth of track records and construction experience, and we believe that the following construction activities of the project will also be completed smoothly with high quality and on schedule."

The total installed capacity of the Hai Long project exceeds 1 GW. The Hai Long wind farm is expected to start connecting to the grid and commencing power generation in 2025. Upon commercial operation, the Hai Long wind farm will become Taiwan's largest single offshore project, supplying electricity to over a million households.
