Procurement Specialist

The Procurement Specialist is to support and coordinate all relevant tasks to prepare tenders, initiate and negotiate contracts, ultimately to sign a contract in the interest of the Hai Long Project.

About the Role

The task is to ensure consistent management of all proposals, contracts and purchase orders, as well as development of specific tenders for submission, contract negotiations and document management. The Procurement Specialist requires close collaboration with various departments within the Hai Long project team as well as external stakeholders and the project’s shareholders.

The role requires to support the project for all local Procurement tasks, keeping the oversight, but also assisting the package managers on a hands-on manner. It is expected that the Procurement Specialist will be able to take responsibility of the contracts allocated to them.

The Procurement Specialist is to support and coordinate all relevant tasks to prepare tenders, initiate and negotiate contracts, ultimately to sign a contract in the interest of the Hai Long Project.

Key Responsibilities

  • Prepare the materials for internal approval process (for budgeting, contract signing, or any other ad-hoc purpose)
  • Identify suppliers and manage prequalification process for potential suppliers with support from the project
  • Preparation of tender documents, including but are not limited to coordinating with each package, document review, consolidation of the documents
  • Coordinate meetings with internal and external stakeholders
  • Prepare Purchase Orders and Contract Package
  • Support on the general procurement/contract management activities through the project
  • Ensure that all contracting and procurement matters are in accordance with legislation, ethical practices, procurement- and HSSEQ policies and value drivers of the project
  • Regularly update the Procurement contract and supplier list
  • Perform appropriate administrative and operational research to support proposal and contract development
  • Ensure continuous improvement and knowledge sharing is reflected in the contracts

Qualifications & Key Skills

  • Degree educated in Engineering, Procurement, Commerical, or similar
  • At least 2 years of experience on construction projects or offshore wind projects
  • Must have worked in an international workplace with multi-cultural teams
  • Experience with internationally adopted contracts such as the FIDIC standard forms of contract would be preferable but not mandatory
  • Must be highly motivated to be further growth and able to analyse complex challenges and develop appropriate solutions
  • Professional attitude, high work ethics and high energy level.
  • Ability to work under pressure and getting things done both independently as well as in teams.
  • Ability to adapt to change and ad hoc requirements
  • Strong negotiation skills would be ideal
