Local Content Milestone—Hai Long Offshore Wind Project, Century Wind Power hold First Cut of Steel Ceremony for Jacket Foundations

Hai Long Offshore Wind Project (“Hai Long Project") and Century Wind Power Co., Ltd. ("Century Wind Power") held a first cut of steel ceremony for 21 jacket foundations at Century Wind Power’s facility in Port of Taipei today. This not only signifies the steady progress of the Hai Long Project, but also demonstrates that a major milestone is reached in Taiwan's localization development.

Both parties signed the contract in December 2022. The components of three-legged jacket foundations will be tailor-made by Century Wind Power for Hai Long Project according to the geotechnical conditions of the wind farm. Each Jacket foundation is more than 90 meters high and weighs approximately 2,000 tons, equivalent to the weight of a thousand cars. When the fabrication is completed, the jacket foundation will be the largest to be installed in Taiwan. 

Century Wind Power has received the limited notice to proceed from the Hai Long Project and will start cutting steel plates and other fabrication-related works after today's ceremony to focus on fulfilling the requirements of the Hai Long wind farm.   The companies and factories of the Century group, including Century Wind Power’s factory in Port of Taipei, Century Iron and Steel’s factory in Guanyin and Yunlin, and Century Huaxin Wind Energy’s factory in Port of Taichung, will all participate in the fabrication of jacket foundations for Hai Long Project to fulfill the localization commitment and establish a local supply chain. 

Frank Spee, EPCI Director of Hai Long Project, said, “We place a great responsibility and a high level of trust with CWP, relying on their capabilities while collaboratively further developing their experience in delivering these structures on time and to the required HSE and quality standards. Not only is this of critical importance to the Hai Long project, but it is essential to demonstrate that the Taiwanese supply chain is able to supply reliably and to the required quality standards to ensure the domestic offshore wind industry can meet its growth targets, and the Taiwanese Offshore Wind Industry can continue to attract the investments required to realize these complex megaprojects.”

Wen-Hsiang Lai, Chairman of Century Group, said, "In addition to the government's strong support for local fabrication, Hai Long also provides necessary support to Century Wind Power, and has been sharing its experience with jacket foundations for Century's reference. With the steady enhancement of Century Wind Power's technical capabilities, manpower arrangement, quality management, and business conditions, Century believes that with the limited notice to proceed, the production will start smoothly after today's first cut of steel ceremony and that the orders to Hai Long's offshore wind farm will be delivered on time and with the required quality."

At present, Hai Long has completed and activated major contracts, and the construction of the wind farms is on schedule. Hai Long Project is expected to be connected to the grid for power generation between 2025 and 2026. At that time, Hai Long Project will become the largest single wind farm in Taiwan's history and supply electricity to more than one million households.
