The Hai Long Offshore Wind Project (hereinafter referred to as the Hai Long Project) has partnered with Sing Da Marine Structure (SDMS) to launch a “Localized Talent Training Program,” fully sponsored by Hai Long. This initiative aims to integrate SDMS’s experience in jacket foundation manufacturing to help develop local talent and strengthen technical capacity in Taiwan’s offshore wind sector. The training also incorporates HSE (Health, Safety, and Environment) concepts through practical case studies to enhance participants' awareness and capabilities in workplace safety and sustainable development.
The "Hai Long Offshore Wind Localized Talent Training Program" focuses on three key themes:
• Jacket Foundation Welding and Inspection
• Jacket Foundation Quality and Non-Destructive Testing (NDT)
• Jacket Foundation Manufacturing Management
Four specialized courses have been developed based on these themes:
1. Welding Supervisor Training Program
2. Quality Management Personnel Training Program
3. Offshore Wind Power Industry Non-Destructive Testing Training Program
4. Project Management Personnel Training Program
Each course will be offered in two sessions, with up to 25 participants per session, totaling 200 training slots. All course costs are fully covered by the Hai Long Project. Students are also eligible for partial travel and accommodation subsidies to lower participation barriers.
Courses are taught by experienced instructors from SDMS, with support from the Taiwan Welding Association. The curriculum spans from theoretical foundations to practical applications, enabling participants to fully grasp the core knowledge and skills required for jacket foundation. The Hai Long Project has always placed great emphasis on HSE, and a dedicated HSE module is included in this training to reinforce safety practices and environmental responsibility.

The Hai Long Project also hopes that this program will strengthen collaboration between industry and academia, enabling students to better understand real-world industry needs and enhance their job readiness. With its practical and skills-based approach, the program supports participants in mastering critical competencies while cultivating a sustainable talent pool for Taiwan’s offshore wind industry and long-term development.
