The Hai Long Offshore Wind Project (Hai Long Project) has achieved significant milestones in 2024 following the official commencement of offshore construction earlier this year. Key developments include the completion of critical wind farm components, the successful installation of offshore substation and wind turbine foundations for Hai Long 2, and the installation of the offshore substation jacket foundation for Hai Long 3. These achievements mark steady progress in the project’s timeline and lay a strong foundation for Taiwan’s energy transition and sustainable future.
Since the groundbreaking ceremony in April, which marked the official start of offshore operations, the Hai Long Project has continued to advance methodically. The team is now preparing for major upcoming tasks, including the transportation and installation of the offshore substation topside for Hai Long 3, the Hai Long 2 wind turbine installation, the wind turbine foundation installation of Hai Long 3, subsea cable laying, and testing. Hai Long 2 is scheduled to be completed by the end of 2025, with Hai Long 3 set for completion in 2026.

With the unwavering support of the government, strong partnerships with contractors, the friendly local community, and a dedicated project team, Hai Long remains committed to the highest health, safety, and environmental standards. By 2025 and 2026, we aim to connect the farms to the grid and become the largest offshore wind project in Taiwan and the Asia-Pacific region, contributing significantly to Taiwan’s energy transition goals.”
The robust capabilities of Taiwan’s local supply chain continue to shine through the Hai Long Project. CSBC successfully delivered 63 domestically manufactured pin piles earlier this year. Its subsidiary, CSBC-DEME Wind Engineering Co., Ltd. (CDWE), completed the installation of 37 underwater foundations, and Hai Long 2 offshore substation, and the Hai Long 3 substation jacket foundation, using the Taiwan-flagged vessel Green Jade. Furthermore, Hai Long’s wind turbine supplier Siemens Gamesa announced the completion of its first locally assembled 14MW nacelle in November, a historic milestone for Taiwan’s offshore wind industry.
In addition to driving energy transformation, the Hai Long Project actively engages with local communities and contributes to charitable initiatives. In July, the project participated as a lecturer in Tainan’s 2023 Environmental Education Certification Program, sharing insights with over 100 educators about the offshore wind industry and the project’s progress, inspiring future renewable energy professionals. Each year, Hai Long donates fishery products from Changhua and Penghu to local charities and has supported Changhua’s Show Chwan Healthcare System’s Dream Program for three consecutive years through donations and volunteer activities, spreading positivity across the community.
As 2025 approaches, Hai Long reflects on a productive 2024 and expresses gratitude for the resources and support that have facilitated the project’s progress. The Hai Long Project looks forward to continuing its collaboration with stakeholders to advance Taiwan’s energy transition and achieve shared goals.
