Taiwan’s Largest Offshore Wind Project Reaches Key Milestone – Hai Long Delivers First Power

The Hai Long Offshore Wind Project (“Hai Long Project”) today announced the successful completion and delivery of 21 three-legged jacket foundations, manufactured by Taiwan-based supplier Century Wind Power Co., Ltd. (“Century Wind Power”). It is the first project to complete foundation assembly following the commissioning of Century Wind Power’s newly developed “Twin Tower,” marking a significant milestone in the localization of Taiwan’s offshore wind industry.

The delivered wind turbine jacket foundations are the largest and heaviest ever produced for a Taiwanese offshore wind farm. Each stands over 90 meters tall and weighs approximately 2,000 metric tons—equivalent to the weight of 1,000 cars. These foundations not only represent a breakthrough in manufacturing scale but also mark the first time Taiwan’s local supply chain successful integrated an advanced “hydraulic gripper system” into the jacket fabrication process. 

The hydraulic gripper system features a complex structure, limited welding space, and must withstand high loads. It plays a vital role during the installation of jacket foundations by assisting with precise alignment and ensuring construction stability, reflecting a high degree of technical expertise. Through the sharing of the best international practices, refinement of design, precise process control, specialized workforce training, and strong on-site responsiveness, the Hai Long Project supported Century Wind Power in advancing the steep learning curve. This enabled the successful execution of a highly challenging fabrication process, achieving localization goals and showcasing the outstanding capabilities of Taiwan’s local supply chain.

Since the signing of the jacket fabrication contract in late 2022, Hai Long Project and Century Wind Power have worked closely together. A groundbreaking ceremony was held in May the following year to mark the official start of fabrication. During the manufacturing phase, Hai Long Project has provided hands-on support in production operations, risk management and coordination efforts. Over 20 Hai Long Project personnel were stationed on-site, covering areas such as fabrication management, quality assurance, health, safety & environment (HSE), scheduling, welding and coating inspections, engineering, and project management— playing a key role in strengthening Taiwan’s offshore wind manufacturing expertise.

Various companies and facilities within the Century Group—including Century Wind Power’s Taipei Port facility, Century Iron and Steel’s Guanyin and Yunlin plants, Century Hwa Shin, and other local subcontractors—contributed to the jacket fabrication. At peak times, Century Wind Power mobilized up to 1,400 workers for the Hai Long Project, fully demonstrating the capability of Taiwan’s local supply chain.

Notably, Century Wind Power used the “Twin Tower”, the world’s first open-air heavy lifting facility designed specifically for assembling extra-large offshore wind foundations for deep-water sites. This reflects the ability of Taiwan’s supply chain not only to absorb international experience but also to innovate with advanced infrastructure and equipment.

It also demonstrates that Taiwan is capable of supporting the nation’s offshore wind ambitions and continues to attract investment in complex, large-scale infrastructure.”

The Hai Long Project announced in June that the first wind turbine has successfully delivered green electricity to Taipower’s grid. The project is scheduled to achieve full grid connection by 2026 and will become Taiwan’s first offshore wind farm with a capacity exceeding 1GW, providing clean energy to over one million households.
