Hai Long Offshore Wind Project Officially Launches 2024 Season Offshore Construction

The Hai Long Offshore Wind Project (Hai Long or the project) held a blessing ceremony today, announcing the official launch of offshore construction. Hai Long has obtained all relevant permits, and key components for the wind farm are arriving at the marshalling port. Taiwan's first locally built large offshore wind turbine installation vessel with a 360-degree rotating crane, Green Jade, will lead the way in the first phase of construction off the coast of Changhua.

Hai Long has already completed pre-construction offshore works such as seabed geophysical and geotechnical surveys and seabed leveling. Progress on the fabrication of foundation pin piles and foundations for the offshore substations is also on schedule. The project team is fully prepared to commence offshore transportation and installation operations. The first step will involve the installation of pin piles for foundations, followed by the laying of submarine cables and the installation of offshore substations. Wind turbine installation activities are expected to commence next year.

Tim Kittelhake, CEO of Hai Long, stated: "The commencement of offshore construction marks another significant milestone for the Hai Long Project. With government policy support, solid partnerships with contractors, reliable supply chains, and a strong project team, we are confident in completing the wind farm construction on time and with high quality. The Hai Long Project continues to implement the highest HSSE standards to ensure the project progresses safely."

Furthermore, Hai Long will use the Green Jade as one of its main installation vessels. Green Jade is CDWE’s self-owned, first offshore marine installation vessel designed and built in Taiwan and equipped with a 360-degree rotating crane. The vessel will fly the Taiwanese flag and feature an exceptional combination of transport and load capacity, with a 4,000-ton main crane, and DP3 dynamic positioning system, suitable for carrying out transportation and installation works for wind turbine foundations and substations on the Hai Long Offshore Wind Farms.

The offshore construction of Hai Long is expected to involve a large team of local maritime engineering professionals as well as the full participation of local and international personnel. Approximately 40 vessels are estimated to be mobilized for offshore construction operations, with an expected deployment of 1,000 to 1,200 personnel for offshore operations.

The Hai Long Project has a total installed capacity exceeding 1GW and is expected to connect to the grid and generate power between 2025 and 2026. Once in operation, it will stand as Taiwan's largest single offshore wind development project, contributing to the nation's target of achieving 15 GW of offshore wind capacity between 2026 and 2035 in its renewable energy portfolio.
