HV Control Engineer

About the Role
The High Voltage Control Engineer is responsible for the safe, real-time control and monitoring of the Hai Long high-voltage network from the Operational Control Centre (OCC) in Taipei. Working within the site's Electrical Safety Rules, the role coordinates all HV switching operations, controls the release of plant for work, and maintains the operational integrity of the network across the offshore substations, export and array cables, and the onshore grid connection.
 
Reporting to the HV Manager and based in the OCC, the Control Engineer is the control-room authority for HV operations - issuing and coordinating switching instructions to Senior Authorised Persons (SAPs) in the field, sanctioning safety documents, and acting as the operational interface with the grid operator (TaiPower) for outages and switching coordination. The role operates within a shift rotation and carries direct accountability for HV network readiness through the EPC-to-O&M transition and into steady-state operation.



Key Responsibilities
In this capacity, you shall take on a broad range of tasks, including but not limited to the following:
  • Control and monitor the Hai Long HV network in real time from the OCC Taipei, ensuring it is operated at all times in compliance with the site's Electrical Safety Rules, the Grid Code, and Taipower dispatching requirements
  • Prepare, check, and issue HV switching schedules, and coordinate all operational and safety switching with Senior Authorised Persons and Authorised Persons in the field
  • Sanction the release of plant and apparatus for work, issuing and controlling the associated safety documents in line with the authorisation process
  • Monitor SCADA and HV telemetry, respond to alarms, faults, and abnormal conditions, and initiate the appropriate operational or emergency switching response
  • Act as the control-room interface with the grid operator (Taipower) for outage planning, connection, and switching coordination
  • Maintain an accurate, up-to-date operational picture of the network, including the master switching diagram and the status of all HV plant and safety documents
  • Support the HV Manager in the planning and execution of HV maintenance outages, commissioning activities, and network reconfiguration
  • Log all switching operations, events, and safety-document activity, keeping records audit-ready at all times
  • Support incident investigation and root-cause analysis for HV-related faults, outages, and safety events
  • Contribute to the development and continuous improvement of switching procedures, dispatching rules, and safe systems of work for the OCC
  • Support the establishment and commissioning of the OCC and its HV control systems, and represent HV control readiness at formal Windfarm Handover
 
  1. Qualifications & Key Skills
Essential
  • Authorisation to act as a Control Engineer under an HV Electrical Safety Rules / Switching Authority regime (or demonstrable eligibility to be appointed), with proven HV switching coordination experience
  • Electrical engineering degree, or equivalent education / experience with HV specialisation
  • Demonstrated experience carrying out remote and safety switching of HV plant in line with electrical safety rules, and issuing safety documents
  • Sound understanding of HV systems, SCADA/telemetry control, alarm management, and Grid Code compliance
  • GWO Basic Safety Training (or the ability to obtain it) for offshore site access
  • Fluent English & Mandarin, spoken and written, for liaison with Taipower and local counterparties
  • Willingness and availability to work a shift rotation in the OCC Taipei


Desirable
  • Offshore wind or offshore energy HV control experience specifically (submarine cable, offshore substation HV)
  • Experience operating a control room through commissioning and into steady-state operation
  • Familiarity with the Taiwan grid interface (Taipower) and regulatory regime
