O&M Consultant

The Operational Readiness Consultant supports the readiness effort through the EPC-to-O&M transition of Hai Long and helps establish the Operational Control Centre OCC. The focus is to confirm the wind farm is ready to operate, tested against fixed pass/fail criteria and evidence, before it transfers from the EPC contractor to O&M. Alongside that, the OCC moves from a temporary commissioning setup to a permanent in-house control centre that will operate the windfarm for thelife of the windfarm.
This is a fixed-term mobilisation appointment reporting to the O&M Manager, based full time in Tapei, Taiwan.

KEY RESPONSIBILITIES
  • Own the operational readiness dashboard, ensuring every aspect carries a named owner, a delivery date and an evidenced close-out
  • Manage the interfaces between the EPC packages (turbines, foundations and cables, substations and grid connection) and maintain acceptance criteria at each package takeover.
  • Working with the HSE lead, confirm that O&M can operate its own HSE management system, site plan and safe systems of work, with permit-to-work live and cross-boundary safety rules agreed with the turbine contractor.
  • Prove emergency-response and marine-coordination readiness, comprising an O&M-owned emergency response plan that has been drilled and documented, and the marine coordination function (CTV/SOV operations and a Marine Coordination Centre) established to the agreed model.
  • Support the establishment of the OCC to enable safe operations and coordination activities, integrating turbine SCADA, substation and HV telemetry, condition monitoring and the Maximo CMMS,

  • Set the OCC manning and shift model with the Operations Manager, and confirm that control room operators and HV authorised persons are in post before EPC demobilisation; the AE, SAP and AP appointments must be complete to enable safe HV switching and the hand-over of plant ready for work.
  • Verify workforce competence through the competency assurance system, and confirm that spares, tooling and logistics are ready for day-one operations.
  • On full commissioning, hand the OCC over to the Operations Manager with procedures tested and the as-built record complete.
  • Support the O&M Manager with other O&M readiness related tasks as may be required from time to time
QUALIFICATIONS & KEY SKILLS
  • 10–15+ years in offshore wind operations or comparable high-hazard energy operations, including at least one full EPC-to-O&M handover and/or Operational Control Centre stand-up delivered end-to-end.
  • Demonstrable experience of operational-readiness governance - running gate reviews against locked acceptance criteria and holding the line on evidence-based close-out.
  • Strong working knowledge of OCC / control-room establishment: SCADA aggregation, alarm management, CMMS (Maximo or equivalent), and HV switching and availability governance.
  • HV / electrical-safety literacy sufficient to coordinate an SAP/AE/CE authorisation pipeline and understand HV switching coordination (without necessarily holding the appointment personally).
  • Engineering or operations degree, or equivalent demonstrated experience.
  • GWO Basic Safety Training (or the ability to obtain it) for offshore site access.
Desirable
  • Taiwan / APAC offshore wind experience, including the local grid interface (Taipower), regulatory regime, and the SAP/HV labour market.
  • Direct exposure to Siemens Gamesa (SGRE) turbine platforms and Taiwan offshore handover.
  • A recognised project/programme-management credential (PMP, PRINCE2 or equivalent).
